04/11/97 13:30 ~612 337 5601 DSU, INC. 014/015 City of Rarnsey Comprehensive ;Plan Proposal Page 10 _Oven Space Planning DSU can develop a Open Space Plan for the City that identifies natural and environmental corridors, catalogues land characteristics worthy of preservation or enhancement, identifies environmentally sensitive areas such as wooded areas, water bodies, wetlands, steep slopes, etc. In addition, public and privately-owned open space areas will be identified and analyzed. Preservation and enhancement techniques will be identified and acquisition policies such as public fanding, foundations, private contribute'on& and easements will be examined. In addition, there are number of services we can provide that would add to the Comprehensive Plan Work Program described above: Task 101 Op t/on ,ds an optional service, we can also use this .Project Initiation Conference as a training workshop to introduce the Task Force participants to the concept of Comprehensive Planning and the process involved in developing Comprehensive .Plans, zoning ordinances, and other land use and development controls. TasR 102 Option As an option, DSU can provide further land based relational database development to support the City's business functions. DSU can create a GIS Decision Support System tying together information on ownership characteristics ('land titles), assessment, utilities infrastructure, water distribution networks, and environmental conditions, etc. The system would be tailored to meet the needs of the City of Ramsey and would enable the decision makers to respond faster to emergencies, provide more efficient service, improve maintenance activities and better evaluate large capital budget programs, thus providing overall financial savings. **A more detailed discussing regarding the condition of the City database would be required before providing a cost estimate to the City. Task 103 Options ~rn order to augment public knowledge and input in the Comprehensive Planning proce~vs, we can offer a number of other community participation techniques. These techniques include: Key citizen interviews, focus groups, town or neighborhood meetings, open houses, "point- counterpoint" newspaper articles, etc. l+'e can work with the City to determine which of these techniques would work best for the City and how they can be accomplished and who should be involved Review of Zoning Ordinance As part of the Comprehensive Plan, we will make recommendations for zoning changes based upon the Land Use Plan and housing strategies. However, the process described above does not include revising the zoning ordinance. As an optional service, DSU could work with the City through a process to update its zoning ordinance. This process could be very minor with suggestions on zoning language changes for a selected number of issues or a whole-scale review and revision of the entire zoning ordinance.
