04/11/97 13:30 ~612 337 5601 DSU, INC. <br /> <br />014/015 <br /> <br />City of Rarnsey Comprehensive ;Plan Proposal <br /> <br />Page 10 <br /> <br />_Oven Space Planning DSU can develop a Open Space Plan for the City that identifies <br />natural and environmental corridors, catalogues land characteristics worthy of <br />preservation or enhancement, identifies environmentally sensitive areas such as wooded <br />areas, water bodies, wetlands, steep slopes, etc. In addition, public and privately-owned <br />open space areas will be identified and analyzed. Preservation and enhancement <br />techniques will be identified and acquisition policies such as public fanding, foundations, <br />private contribute'on& and easements will be examined. <br /> <br />In addition, there are number of services we can provide that would add to the Comprehensive <br />Plan Work Program described above: <br /> <br /> Task 101 Op t/on <br />,ds an optional service, we can also use this .Project Initiation Conference as a training workshop <br />to introduce the Task Force participants to the concept of Comprehensive Planning and the <br />process involved in developing Comprehensive .Plans, zoning ordinances, and other land use and <br />development controls. <br /> <br />TasR 102 Option <br />As an option, DSU can provide further land based relational database development to support <br />the City's business functions. DSU can create a GIS Decision Support System tying together <br />information on ownership characteristics ('land titles), assessment, utilities infrastructure, water <br />distribution networks, and environmental conditions, etc. The system would be tailored to meet <br />the needs of the City of Ramsey and would enable the decision makers to respond faster to <br />emergencies, provide more efficient service, improve maintenance activities and better evaluate <br />large capital budget programs, thus providing overall financial savings. **A more detailed <br />discussing regarding the condition of the City database would be required before providing a <br />cost estimate to the City. <br /> <br />Task 103 Options <br />~rn order to augment public knowledge and input in the Comprehensive Planning proce~vs, we can <br />offer a number of other community participation techniques. These techniques include: Key <br />citizen interviews, focus groups, town or neighborhood meetings, open houses, "point- <br />counterpoint" newspaper articles, etc. l+'e can work with the City to determine which of these <br />techniques would work best for the City and how they can be accomplished and who should be <br />involved <br /> <br />Review of Zoning Ordinance <br />As part of the Comprehensive Plan, we will make recommendations for zoning changes based <br />upon the Land Use Plan and housing strategies. However, the process described above does <br />not include revising the zoning ordinance. As an optional service, DSU could work with the <br />City through a process to update its zoning ordinance.
