April I4, I997 ~00,3/003 Page 2 Work to Be Completed by DSU DSU proposes to assist the City of Ramsey in fulfilling the goals outlined in its MNRRA grant request by assisting the City in updating its ordinances, by facilitating the public meetings associated with the City's Critical Area Plans, and by updating the City's Critical Area Plan. _Review .and Update Ord. inance~ DSU Mil review the City's Critical Area Ordinance and Shoreland Ordinance to determine the compatibility with Met Council and DNR Requirements. DSU will then make recommendations for changes to the ordinances w/th specific language additions md/or other ordinance changes. Facil[ltatel~ubli¢ lVicetin~ As part of this process, the City has outlined a public participation effort to determine the public's view on the issues related to the MNKRA Tier I and Tier II goals, DSU will facilitate these meetings and offer suggestions for meeting format, information presented and use of information gathered at the meeting. Update City's CritlcalArea Planincludingrel~vanj~ Tie;ri and T[erlI Ob_ie.ctive~ Based on the information gathered during the public participation process, and on environmental information collected for the City, DSU will update the City's Critical Area Plan. Th.is update would include any relevant Tier I and Tier II obi ectives and the strategies needed to meet those objectives. The strategies of th.is plan would be coordinated with local and state agencies, adjacent cities, Anoka County, and other related agencies. DSU would then coordinate the public hearing process to ensure public input on the plan and would print and publish a the Plan for the City and interested parties. END PRODUCT: Updated Critical Area and Shoreland Ordinances, public input into Critical Area Plan and MNRRA objectives, and 25 copies of an updated Critical Area Plan w/th strategies to meet relevant MNRRA objectives. Cost of Providing Service In order to accomplish the tasks outlined above, it is anticipated that costs and expenses would not exceed $15,000.00.
