Motion by Commissioner Johns and seconded by Commissioner Ostrum to recommend City Council <br />require $70,875 in park dedication and that the developer provide for a private tot lot space and <br />connection to the City's County Road #57 trail. <br /> <br />Motion Carried. Voting Yes: Chairperson Cook, Commissioners Johns, Ostrum, AsfahI, <br />Droegemueller, LaMere, Rolfe, and Skinner. Voting No: None. Absent: None. <br /> <br />Case #4: Approve/Recommend Ordinance Language for Communication Towers <br /> <br />Recent advances in wireless communications technology have resulted in a new generation of cellular <br />communications services. These new services will likely require numerous antenna locations <br />throughout the Twin Cities area. Section 704 of the Telecommunications Reform Act prohibits cities <br />from restricting the installation, maintenance ro use of antennas. The Act does, however, permit <br />cities to establish regulatory controls concerning placement of towers. At its February 7, 1997 <br />Planning Commission meeting, it was determined that the Park and Recreation Commission should <br />have the oppommity to decide which, if any, City parks are suitable for the placement of towers and <br />antennas. These tower would provide additional revenue to the Park Improvement Fund. <br /> <br />Commissioner Ostrum commented the location of a potential antenna should be proposed by a <br />developer accordingly. Chair Cook added requests should be considered on a case-by-case basis. <br /> <br />In response to Chair Cook, the City has already been approached which has lead to discussion of an <br />ordinance adoption. <br /> <br />Commissioner Droegemueller interjected a potential tower/antenna should not be placed in a park <br />if there's not already something in place (i.e. water tower, light standards) so as to not disturb <br />aesthetics of the park. Chair Cook indicated a desire to see placement in parks avoided. <br />Commissioner Rolfe responded the Commission could consider placing towers/antennas in an <br />unusable portion of the park (i.e. wetlands). Commissioner Ostrum added this would provide <br />alternative generation of park development monies for the City. <br /> <br />Motion by Commissioner Ostmm and seconded by Commissioner Rolfe to recommend City Council <br />approve language of the tower ordinance as it pertains to park issues and siting. <br /> <br />Motion Carded. Absent: None. <br /> <br />Case #5: .Lawful Gambling Fund Revisions <br /> <br />Mr. Boos explained updates had been made to the Lawful Gambling Fund Irhprovement Program as <br />per the Commission's request. He added very few revisions were made. <br /> <br />Commission members identified three additional corrections. On page two under "Eligibility," "five" <br />was changed to "four" (located in the first sentence).
