Criteria Fo~' Heal~h Hazsrch Criteria for determ~uation that <br /> a system is a health hazard shall include, but not be !~m~ted to, the followin~: <br /> <br /> a. The appearance of on-site disposal system effluent into surface <br /> waters at any time, or on the ~round surface continuously or <br /> intennittent)y over a period of 15 consecutive days. <br /> <br /> b. The exposure for more th~ 72 hours o£ an on-site system or par~ <br /> thereof that is in use. <br /> <br /> c. A system in which the level of e~luent is su~icient]y close to the <br /> ~round surTace to resu]t in offensive odors. <br /> Sub& 4. Ri~h~ To tbepair. In case the owner, shall f~iI, neglect, or <br />refuse to comp]y with the notice to repair or rehabilitate or abate as described in <br />section above, the City Council may order the owner o£the buildin~ prosecuted as a <br />v/o)ator o£ the provisions of this section and may order the p]umbin~ inspector to <br />proceed with the work specified in such notice. A statement of the cost of such <br />work sh~]l be transmitted to the City Coundd, who sh~]l c~use the same to be paid <br />and levied as a special assessment a~ainst the property. <br /> Sub& ~. Costs. Costs incurred under §8.30.08 Subd. 4. shall be paid <br />out of the City% genera] fund.
