I

I
I
I
i
I
I
I

I
I
I
I
!
I
I
I

Staff Review Letter re Amcon West
April 30, 1997

Utilities: The facility will be served by sanitary sewer and municipal water.

Setbacks: The proposed structure and its furore expansion meets or exceeds the 40-foot front
yard, 35-foot rear yard and 20-foot side yard setbacks established in the Industrial District.

Landscaping and Screening: The subject property is surrounded by industrial parcels and there
are no screening requirements applibable to this site. However, if any outdoor storage is
proposed on the site, a screening plan would be required under the Business Park 95 covenants.
Installation of an irrigation system is also required under the covenant of the Business Park 95
Addition. The covenant requires a minimum of 15 percent green space and the ultimate site plan
is providing a site green space of 32 percent.

Waste Storage: City Code requires dumpsters to be either stored indoors or in a completely
screened enclosure outdoors. If the waste storage for tkis site is to be conducted outdoors, the
site plan should be modified to describe the enclosure that will provide the 100 percent
screening.

Off-Street Parking and Driveways - Design: The site plan does not clearly reflect that all
driveways, off-street parking areas, and loading areas are proposed to be surfaced with
bituminous pavement and finished with B612 concrete curbing. The site plan should be
modified accordingly.

Off-Street Parking - Spaces Required: City Code requires one parking space for each
employee on the maximum working shift for an industrial use and the anticipated number of
employees ultimately at this site is not reflected on the site plan. A determination of whether or
not the 156 proposed parking stalls is sufficient for the site will depend on the projection for
employees.

Loading Berths: In accordance with City Code, the regularly used loading berths will be
located on the rear or south wall of the structure. A minimum of two loading berths are required
for this sized structure and five are proposed.

Drainage and Grading: At the date of this writing, the City has not received a grading and
drainage plan from the applicant. This site proposes converting approximately 146,000 square
feet to impervious surfaces, as either building or paved areas. A storm sewer is available
approximately midway through the lot, on the south side of McKinley Street, however direct
drainage to this storm sewer should be limited to an impervious area of 50,000 square feet which
could accommodate most of the front parking lot and one-half of the building. It is
recommended that a shallow, depressed area be constructed on the northeastern corner of the
property for the purpose of storm water retention. This depression will be extended onto the
property to the east as a part of the site plan for the Amcon East development ('Precision Wood
Products). Overflow from this stormwater pond will discharge into the 24-inch storm sewer
