I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The exemption for the senior citizens was a result of the funding that was obtained, and the <br />restrictions attached to that funding, for the remodeling and use of the now "seniors area" in the <br />lower level of the Municipal Center. <br /> <br />During 1990, the Park Commission developed a set of policies and procedures for the use of park <br />areas and facilities. The Ramsey City Council accepted the policies and procedures as they had <br />been recommended by the Commission. Included in these policies and procedures was the <br />exemption for youth and youth organizations. The City also implemented this policy for the use <br />of the Municipal Center. <br /> <br />Based on calls to various facilities, to rent a meeting place the size of the Council Chambers, <br />approximately 1,000 square feet, the average charge would be $100 per hour. While these places <br />of business rent their facilities as a means of income, they too are covering the same types of <br />costs as the City's fees have been established to cover ($20.00 per event for residents and $40.00 <br />per event for non-residents [regardless of the number of hours used] for each event). <br /> <br />Certain areas of the Municipal Center are currently being utilized by several groups on a regular <br />basis. The seniors utilize the Senior Area during the day on the first Wednesday of every month <br />and various other times during the year at no charge. There are also several youth oriented <br />groups that meet on a regular and intermittent basis, also at no charge (other than damage and <br />key deposit). The remainder of the groups, such as churches and other clubs, meet on regular <br />and intermittent basis, and ail incur the per event fee, in addition to the damage and key deposits. <br /> <br />The rental fees for the use of the Municipal Center, while not substantial, do aid in offsetting the <br />costs of keeping the facility open during hours beyond the regular business day. <br /> <br />Committee Action: <br /> <br />Based on discussion. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Finance Officer <br /> <br />FC: 08/22/94 <br /> <br /> <br />
