The total quantity of municipal soild waste generated and information about any
recnjcling or source separation programs of the RGU need to be included. If hazardous
waste is generated, indicate if there is a hazardous zoaste minimization plan and routine
hazardous waste reduction assessments.

b. Not applicable to an A UAR.

Indicate the number, location, size and use of any above or belozo ground tanks to store
petroleum products or other materials, except zoater. Describe any emergencny response
containment plans. Potential locations of storage tanks associated with commercial uses
in the A UAR should be identified (for example gasoline tanks at service stations).

Not applicable.

21. Traffic
For most AUAR reviews a relatively detailed traffic analysis will be needed, especially if there
is to be much commercial development in the AUAR area or if there are major congested
roadways in the vicinity. The results of the traffic analysis must be used in the response to item
22 and to the noise aspect of item 24. Instead of responding to the information calledfor in item 21,
tim following information should be provided:

bo

A description and map of the existing and proposed roa&oay system, including state,
regional, and local roads to be affected by the development of the A UAR area. This
information should include existing and proposed roadway capacities and existing and
projected background (/.e., without the A UAR development) traffic volumes.
Trip generation data for each major development scenario broken down by land use zones
and/or other relevant subdivisions in the area. The projected distributions onto the
roadway system must be included.
Analysis of impacts of the traffic generated by the A UAR area on the roadway system,
including: a comparison of peak period total flows to capacities and analysis of Levels of
Service and delay times at critical points (if any).
A discussion of structural and non-structural improvements and traffic management
measures that are proposed to mitigate problems.

Note: In the above analyses, the geographical scope must extend outzoard as far as the traffic to be
generated would have a significant effect on the roadway system and traffic measurements, and
projections should include peak days and peak hours, or other appropriate measures related to
identifying congestion problems as zoelI as ADTs.

An in-depth traffic analysis was completed for the Ramsey Town CenterAUAR (See Item
21 and the Ramsey Town Center Traffic Analysis). The Ramsey Tozon Center AUAR
adequately covers the level of information required for this AUAR.

Figure 21.2: Roadway Network, in the Ramsey Town Center AUAR shows the average
daily traffic (ADT) as provided by Anoka County and Mn/DOT, as well as the
classification of roads within the study area.

RAMSEY TH 10 CORRIDOR AUAR 17
