TH 10 is a four-lane divided US Highway that is classified as a Principal Arterial. CSAH <br />116; Armstrong Boulevard (CSAH 83); and Sunfish Lake Boulevard (CSAH) 57) are A- <br />minor Arterials. Ramsey Boulevard (CR 56) is classified as a B-Minor Arterial. These <br />classifications reflect the functional roadway reclassification completed by Anoka <br />County in April 2003. <br /> <br />b. The proposed action of officially mapping a portion of TH 10 within the city limits of <br /> Ramsey, will not generate any traffic. However, additional traffic is anticipated to <br /> occur due to additional development on the corridor, including the Ramsey Town <br /> Center development. Table 21.1: Project Trip Generation in the Ramsey Town Center <br /> AUAR, shows the traffic anticipated to be generated as a result of the Ramsey Town <br /> Center Development. This action will indirectly ensure that planned improvements to <br />TH 10 will not become cost prohibitive due to increased right-of-way costs. As <br />future TH 10 improvements are made, an official map will make improvements <br />more feasible and help mitigate traffic congestion and safety problems on TH 10. <br /> <br />Official mapping will also provide the positive secondary benefit of aiding in the <br />development of a supporting road network. Once an official map is completed, <br />developing plans to identify the supporting road network and other infrastructure <br />improvements will be more feasible. <br /> <br />The official map action is mitigative in nature and no structural and non-structural <br />improvements and traffic management measures are necessary to mitigate problems <br />and no further transportation planning is required at this time. <br /> <br />Vehicle-related air emissions <br />Estimate the effect of the project's traffic generation on air quality, including carbon monoxide <br />levels. Discuss the effect of traffic improvements or other mitigation measures on air quality <br />impacts. Note: If the project involves 500 or more parking spaces, consult EAW Guidelines <br />about whether a detailed air quality analysis is needed. <br /> <br />Mitigation proposed to eliminate any potential problems may be presented under item 21 and <br />merely referenced here. The MPCA staff should be consulted regarding possible ISP requirements <br />for certain proposed developments; although the RGU may not want to assume responsibility for <br />applying for an ISP for specific developments, it may be desirable to coordinate the A UAR and <br />ISP analyses closely. <br /> <br />RAMSEY TH 10 CORRIDOR AUAR 18 <br /> <br /> <br />
