Mitigation Plan for the <br /> <br />Alternative Urban Areawide Review (AUAP,) <br />Trunk Highway (TH) 10 Corridor <br /> <br /> City of Ramsey (RGU) <br /> <br />The final A UAR document must include an explicit mitigation plan. At the RGU' s option, a draft plan <br />may be include in the draft A UAR document; of course, whether or not there is a separate item for a draft <br />mitigation plan, proposed mitigation must be addressed through the document. <br /> <br />It must be understood that the mitigation plan in the final document takes on the nature ora commitment <br />by the RGU to prevent potentially significant impacts from occurring from specific projects. It is more <br />than just a list of ways to reduce impacts - it must include information about how the mitigation will be <br />applied and assurance that it will. Otherwise, the A UAR may not be adequate and/or specific projects <br />may lose their exemption from the individual review. <br />The RGU's final action on the AUAR must specifically adopt the mitigation plan; therefore, the plan has <br />a "political" as well as a technical dimension. <br /> <br />Communicate with Property Owners <br />The City of Ramsey has decided to proactively address concerns related to official mapping and <br />has already begun to communicate with property owners and business operators along TH 10. <br />Ramsey will continue to hsten to concerns and to provide information that is as accurate and <br />consistent as possible relative to potential changes in the corridor. This includes providing <br />property owners along TH 10 with the following information: <br /> <br />An overview of the long-term vision of TH 10 as an interregional corridor; <br /> <br />A description of the proposed transportation improvements; <br /> <br />A discussion as to why right-of-way preservation is a critical element to implement <br />that vision; and <br /> <br />An explanation regarding why the City is involved in planning for long-term <br />transportation improvements along TH 10 when funding for these improvements <br />have not been identified by Mn/DOT. <br /> <br />Communicate with Leaders <br />As noted in Item 6 of the AUAR, Ramsey held a workshop on July 24, 2003, to obtain input from <br />the area's leaders on the Draft AUAR. The purpose of the workshop was to build upon a <br /> <br />RAMSEY TH 10 CORRIDOR AUAR 24 <br /> <br /> <br />
