collaborative approach and develop a useful and endorsed plan of action. Specifically, the <br />workshop provided a forum to actively share Ramsey's proposed action with relevant agencies <br />before this documentation was finalized and published. <br /> <br />The City will communicate with additional stakeholders (e.g. the Federal Highway <br />Administration and Mn/DOT's Office of Land Management) to ensure that all appropriate <br />agencies are aware of Ramsey's intent to officially map a portion of TH 10. Collaborating with <br />relevant stakeholders can help to ensure that an adopted official map will achieve it's intended <br />purpose of serving as a tool that will guide transportation and land use planning along the <br />corridor and assist in right-of-way preservation activities so as not to preclude future <br />improvements to TH 10. <br /> <br />Follow Appropriate Procedures <br />Below are some actions the City of Ramsey must take relative to official mapping to ensure the <br />success of the action. <br /> <br />Consult with the Mn/DOT to ascertain what level of corridor research and study that <br />must be accomplished prior to adopting an official map. Once this determination is <br />made, the steps needed to officially map the corridor will be relatively simple to identify <br />and schedule. <br /> <br />Develop a non-binding Memorandum of Understanding (MOU) between Mn/DOT and <br />Ramsey to officially record Mn/DOT's determination, specify the roles, responsibilities, <br />and actions regarding each partner is willing to play, and the resources each partner <br />should lend to the project. Next, using Mn/DOT's determination and the project's <br />available resources, complete the schedule to prepare and adopt an official map. <br /> <br />Mn/DOT will seek approval from the Mn/DOT District Engineer and the Director of <br />the Office of Land Management to use Special Project Advancement measures that <br />would be used to acquire right-of-way earlier than typically done by Mn/DOT. Use of <br />these procedures requires completing a risk assessment for the area recommended for <br />official mapping in the AUAR. Funding for Special Project Advancement may only be <br />granted for projects where no federal funding is available for right-of-way preservation <br />activities. <br /> <br />Review laws relating to property rights and federal and state laws regarding the <br />acquisition process. Recognize that commtmication with the landowners at this time <br />must fall within parameters that do not obligate the partners to acquire the property <br />nOW, <br /> <br />Ramsey will consider interim measures, such as rezoning, to help preserve right-of-way <br />pending the completion and adoption of an official map. These interim measures will <br />serve to prohibit certain types of development, or require that any development receive <br />approval from the local zoning agency. <br /> <br />Determine how development requests will be addressed during the scheduled <br />moratorium (beginning on August 25, 2003, and scheduled to end on February 25, 2004). <br />A moratorium presents many of the same challenges that would be experienced after <br />adopting an official map, as both actions Iflnit development.
