Paddock Investments, LLC - Site Plan <br />August 29, 2003 <br />Revised September 19, 2003 <br />Page 2 of 3 <br /> <br />The intent of our planting requirements is to ensure sufficient plantings around the building(s), parking <br />areas, and public streets. There are an adequate number of shrubs adjacent to the main entrance of the <br />building, which is also visible from the public road. This is the area most likely to be seen by the <br />public. Additionally, the trees are shown to be adjacent to the parking area and along the public road <br />frontage, both of which meet the intent of City Code. Furthermore, they have been grouped in clusters, <br />which creates a more natural setting. <br /> <br />The overall layout of the landscaping is satisfactory. However, there are two discrepancies that will <br />need to be clarified. The first regards the Black Spruce listed in the species palette. The Latin name <br />stated in the species palette is Piceapungens, which represents the Colorado Green Spruce. Both of <br />the species are considered acceptable and thus, the species palette needs to be corrected to indicate <br />which of the two species will be planted. The second discrepancy involves the size of Blue Chip <br />Juniper shrubs. The size of these shrubs should be at least eighteen (18) to twenty-four (24) inches, <br />which is equivalent to the other shrub species. <br /> <br />Architectural Standards: City Code restricts building height to 35 feet and exterior wall finishes to <br />natural or prefabricated brick or stone or pre-cast concrete panels or some other material approved by <br />City Council. The submitted building elevations appear to meet both requirements. The submitted <br />color elevation will be shown at the City Council meeting. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. The submitted site plan appears to meet this requirement. <br /> <br />Off-Street Parking - Spaces Required: City Code requires one parking space per 1,000 square feet of <br />industrial floor space. The submitted site plan indicates 15 parking spaces, which meets Code <br />requirements. <br /> <br />Lighting: The plan proposes five wall pack light units. Three of these units face the parking lot, and <br />two face Azurite St. Shop drawings of the wall pack units should be submitted to ensure compliance <br />with City commercial lighting standards. <br /> <br />Drainage and Grading: The grading and drainage plan shows th~ parking lot draining overland to the <br />south, and draining west to a catchbasin located in the southwest comer of the parking lot. This catch <br />basin discharges into a detention pond which is to be located on the City-owned land to the south, <br />which in turns drains into an existing regional discharge pond which will be upgraded and expanded by <br />the City. ~ <br /> <br />This drainage plan is generally acceptable to the City, however, the roof drainage of the building is not <br />defined in the submittal. Because of the steep slopes on the north and west sides of the building, care <br />should be taken to ensure that erosion does not become a problem if roof drains discharge at these sides <br />of the building. A permit for this development will be required from the Lower Rum River Water <br />Management Organization and the Minnesota Pollution Control Agency. <br /> <br /> <br />
