Ramsey Town Cent~er Park & Athletic Fields: PACT Charter School Field Usage Proposal September 15, 2003 PACT Charter School seeks the following conditions and responsibilities regarding the fields just west of the proposed charter school site: As long as a school (PACT Charter School or any other future school -"the school") leases or owns the facility at Block 1 Lot lofthe Ramsey Town Center 'the City of Ramsey will allow use of the fields according to the following: 1. The school has first rights to scheduled use of the fields for school activities for athletic classes during the regular school day and/or for intermural and intramural sports practice and events. 2. The school will serve the community by managing the scheduled use of the fields on a first-come first-served basis, after the school's first use right. Any hours of any day in which the fields are not reserved for specific groups and activities, the general public will have the right to freely use the park. A plan will be-made by the City and school for how to inform the public ~that the fields are reserved for certain times. 3. The school and the city will negotiate reasonable usage hours for the fields. Within such hours the fields are available to the public. 4. Once ownership and lease agreements are signed, the school and the City of Ramsey wilt formalize an agreement in accordance with these conditions and these may be amended as needed by the agreement of both parties. Our goal is to use the fields in such h way that our programs are supported and the community can use the fields to the greatest benefit of all parties. Our proposed field use patterns are subject to change as the school's needs and programs change. These changes may occur at any time, though every effort will be made to give the City and community adequate notice of such changes. We intend to work cooperatively with the City to make the park fully usable to the capacity of the park and fields. Retaining first rights to use of the fields is essential to preserving the school's ability to run these programs and the sufficient education of our students. Weekday school day use: PACT Charter School plans to have 2 physical education classes running simultaneously during most of the school day from 8:30 AM to 3:30 PM, M-F. PACT intends to use the fields during favorable weather for classes. ClasSes on the field will potentially have 2 classes at the same time. Actual schedules for field use by classes will vary from year to year and season to season. After- or before-school day use: PACT's present intermural sports include: Soccer (boys and girls), Volleyball (girls) and Basketball (boys and girls). With increased enrollment we anticipate additional sports will be added: softball or baseball and later track & field. There is the possibility that
