PACT Charter School ~Special Events Parking Plan Proposal

September 15., 2003

As of this writing, decisions made by the City of Ramsey and the Ramsey Town Center,
LLC as to their overall parking management plan have not yet been communicated to
PACT. These decisions will affect how PACT manages its own parking needs. To the
best of our ability and current understanding, PACT's proposal is outlined below.

PACT Charter School has analyzed future parking demands for various anticipated
school events. The data used to derive anticipated parking demand is available for
review. Each type of event has a unique parking demand determined by who attends the
event with how many people per vehicle on the average. The underlying assumptions for
these plans have been verified using different resources and other organizations'
experience. We are confident that these assumptions give a good idea of what may
happen for different kinds of events.

The PACT Charter School site will have 152 parking spaces available, including 6
handicapped parking stalls. While we believe this space is sufficient for most needs
during the school day and for most of our evening events, some events will generate
parking demand that significantly exceeds on-site parking space. From the start of our
planning with Ramsey Town Center, LLC and the City we understood that shared
parking around the site would allow for these extra-large events. Because we do not have
specific plans available for all the parking available adjacent to and surrounding the
school site, we must make some good-will assumptions based on earlier discussions. Our
plan includes options to use this shared parking space as well as on-street and city-owned
parking space.

The following table portrays different events we anticipate at PACT Charter School, with
estimated number of people in attendance, number of people/car, parking space demand,
number of vehicle spaces needed beyond the PACT site, and our proposed action plan to
deal with this off-site demand. Action plans are described afterwards. Lesser-attended
events are not included in this table.

Table 1.
