PACT Charter Sch~ool Parking Agreement Proposal <br /> With the City of Ramsey <br /> <br />September 15, 2003 <br /> <br />The City of Ramsey staff has requested a parking agreement with PACT Charter School <br />that allows residents and visitors to use PACT's western parking lot for community <br />activities at the city/school field on the west side of Peridot Street. PACT understands <br />this will help support the use of the fields and is happy to negotiate an agreement with the <br />city. <br /> <br />Please note that prior to concluding this agreement the City of Ramsey and PACT ' <br />Charter School need to implement agreement(s) for PACT Charter School's rights and <br />use of the field, as is referred to and outlined by the Development Agreement between <br />Ramsey Town Center, LLC and-the City of Ramsey. <br /> <br />This parking proposal has not yet been reviewed by the PACT Charter School Board and <br />is merely a step toward negotiations. Terms and conditions of interest to PACT may be <br />added or removed from this list by the Board and negotiators. <br /> <br />We suggest the following terms: <br /> A) Allowing parking for public, non-school use must not conflict with PACT school- <br />day activities. We will open the western parking area to public parking after a certain <br />time on school days. <br /> B) PACT cannot guarantee space will be available in that lot when people need to park <br />for activities at the field. PACT's own activities will determine parking.availability for <br />that space. Coordination will to be implemented to avoid confusion or conflicts, and a <br />parking plan communicated with all interested parties. <br /> C) PACT is concerned that on some occasions parking demand for the field will <br />overlap with later PACT school events. This may force some people attending that later <br />PACT event to park elsewhere, creating inconvenience, congestion or problems for other <br />facilities. A good and agreeable plan needs to be created for these scenarios. <br /> D) The City will provide signage to explain parking rules to people coming to the <br />fields and desiring to park at the PACT lot. <br /> <br />Actual negotiations need to be conducted with properly designated PACT representatives <br />and ratified by the PACT Charter School Board. <br /> <br />Initiated by Steve Bosacker <br />PACT Project Coordinator <br /> <br /> <br />
