Preliminary Summary of City Engineer Plan Review <br />Ramsey Town Center <br />Plans Dated 27 August, 2003 <br />Page 1 of 9 ,. <br /> <br />Introduction <br /> <br />This plan review is for Ramsey Town Center, proposed by Ramsey Town Center, LLC. The plans were <br />dated August 27, 2003. This plan review was conducted in conjunction with submittal of the final plat to <br />the City of Ramsey. Grading, Sanitary Sewer, Water, Storm Sewer and Street plans were submitted and <br />reviewed for general conformance to city standards. The project covers 322 acres and full build out is <br />scheduled to be constructed in phases. The initial construction will mass grade the entire site. Specific <br />tolerances have been noted in the Grading section. The construction of the utilities and streets will also be <br />phased and will be done under city and private developer contracts. The set of plans submitted was <br />complete for the major streets. Additional detail must be added to the plans in order for a contractor to <br />bid and construct the project. The review comments should not be considered as all inclusive, the <br />construction documents for specific projects will need to be submitted and additional corrections may be <br />found when those plans are reviewed. The comments from Hakanson Anderson Associates, Inc. and <br />Bolton & Menk, Inc. are attached and shall be considered part of the staff review of this project. <br /> <br />All plans need to have legends and additional labeling of features. The grading plans in particular need <br />drafting changes (different line types and or line weights) to-make it easier to differentiate proposed <br />contours, proposed curbs and walks and Proposed buildings. <br /> <br />General Comments <br />The cover sheet index must be expanded to list the street names and page numbers for streets and storm <br />sewer and water and sanitary sewer plan and profiles. An index sheet in the plan set similar to sheet 23 <br />will be necessary. <br /> <br />Plat Review <br />The final plat includes the major streets, several lots in scattered blocks and outlots. Each outlot will need <br />to be platted and all plans will need to be reviewed by staff prior to construction on each parcel. Each <br />outlot shall be subject to standard drainage and utility easements as approved by the City Engineer during <br />the platting process. <br /> <br /> Lot 1 Block 2 does not need to be platted at this time as the negotiations for installing then later <br /> moving the park-n-ride to the permanent location is not in the best interests of the City and the <br /> State of Minnesota. <br />· The legal descriptions are not complete. <br />· The trail easement along the north side of CR116 is not shown and the plat drawings are not to <br /> scale. <br />· The Anoka Electrical easement must be vacated or the right of way for Civic Center Drive must be <br /> shifted north to provide room for installing the road and utilities with out any conflicts. We <br /> understand a meeting has been scheduled with the electric utility to resolve this issue. <br />· The alignment of the' north end of Rhinestone Street needs to be shifted east to align with the plat <br /> of Town Center Gardens on the north side of the road. There are some significant trees north of <br /> CR116 that are being preserved. Coordinate the alignment with Brightkeys Development and <br /> their Engineer, Pioneer Engineering. <br /> <br />Last printed September 15, 2003 <br /> <br /> <br />
