Preliminary Summary of City Engineer Plan Review <br />Ramsey Town Center <br />Plans Dated 27 August, 2003 <br />Page 2 of 9 ~- <br /> · The alignment of the proposed right of ways must be shifted to bring all intersections into <br /> conformance with city ordinances regarding angle of intersection. See comments under streets. <br /> · Land identified as Park 2, 3, 6 & 7 shall be wholly dedicated as drainage and utility easements to <br /> allow flexibility in the design of the pedestrian underpass as shown on sheet L2.0. <br /> · Lot 1, Block 4, Lot 1, Block 5 and areas shown as parks not specifically mentioned above shall be <br /> platted as outlots. <br /> · Extend Right of Way of Town Center Drive north to adjacent property line and include in final <br /> plat. <br /> · Extend right of way between parcels 41 and 43 to north property line and include in final plat. <br /> Align new right of way with existing right of way in adjacent plat. <br /> <br />Street Plan Review <br /> <br />The Anoka County Highway Department has jurisdiction over Ramsey Boulevard, Armstrong Boulevard <br />and Bunker Lake Boulevard (County Road No. 116). These roads are designated as controlled access and <br />access points are defined as the intersections with Ramsey Parkway and Sunwood Drive for Armstrong <br />and Ramsey Boulevards and the emergency access on Ramsey Boulevard. The access locations for <br />Bunker Lake Boulevard are Zeolite Street NW, Town Center Drive and Rhinestone Street. <br /> <br />The following items were. reviewed for conformance to city standards: center line grades, vertical curves, <br />horizontal curve radius and tangent length. The following, areas do not appear to meet these standards: <br /> · InterSection angle < 70° <br /> o West Ramsey Parkway South and Zeolite Street <br /> o Sunwood Drive and future street between Parcels 10 and 13 <br /> o Intersection between Pm:cels 10, 11, 13 and 14 <br /> o Intersections between Parcels 11, 12, 14 and 15 <br /> o Civic Center Drive and Rhinestone Street <br /> o East Town Center Drive and Sunwood Drive <br /> · Vertical Curves <br /> o West Ramsey Parkway South - vertical curve needed at Station 7+50 <br /> o Civic Center Drive and Peridot Street - vertical curve needed around comer due to change <br /> in grades. <br /> · Street Grades <br /> o Several of the cul-de-sacs on the north site of the site have centerline slopes of less than <br /> 0.4%. <br /> · Pavement Sections <br /> o The proposed paving sections were compared to the projected traffic counts from the <br /> AUAR and it will be necessary to provide thicker bituminous pavement sections for the <br /> collector streets. <br /> · Street Alignments <br /> o Shift the North Section of Rhinestone east as noted in the plat comments. <br /> · Park-n-Ride <br /> o Provide 175 spaces <br /> o Park-n-Ride should not be platted as Developer/City have agreed to use permanent site for <br /> construction of Facility. <br /> <br />Last printed September 15, 2003 <br /> <br /> <br />
