The area between the streets is being platted as <br /> drainage and utility easement. Work also involves storm sewer revisions. A combination <br /> water level equalizer/trail underpass structure can be constructed by raising street grades <br /> slightly and revising pond contours. An at grade crossing connection shall also be <br /> provided by connection the path to the sidewalks installed adjacent to the Parkway. <br /> · East Ramsey Parkway at Rhinestone <br /> o See comments above for West Ramsey Parkway regarding trail underpass. <br /> <br />Grading, Drainage and Erosion Control Plans <br /> <br />The developer is asking for a grading permit in conjunction With Final Plat approval so that mass grading <br />operations can commence soon. We have looked over the proposed grading and find that generally the <br />slopes meet city standards. We did note that most of the proposed parking areas are designed with low <br />areas for ponding, the slopes shown are in the range of 5:1 to 15:1 which is unacceptable across parking <br />lots. The grading plan also had several building floor elevations that were lower than adjacent catch <br />basins. Grades across the garage side of multi-family residential buildings are less than 1.0% in several <br />areas. Buildings must be 1.5 ft above existing streets and must have positive drainage away from the <br />building at 2% or greater. Slopes between 1% and 2% require a grading certificate of survey. Maximum <br />slope for all grading is 4:1. The contours in the proposed parking areas do not indicate that curbs will be <br />installed, however the city standard is for curb and gutter in parking areas. This will need to be addressed <br />on the final plans. <br /> <br />All proposed contours must be shown. Additional grading details must be provided for blending the <br />grades along the north line of Outlot A'into the adjacent properties. <br /> <br />Grading along Armstrong Boulevard is filling portions of the existing ditch without providing new <br />outlets. Storm sewer connections or culverts will be required to maintain existing drainage patterns until <br />Armstrong is reconstructed into an urban section. The pond in the south west corner of the site adjacent <br />to Armstrong Boulevard is -20' lower than the road. The preliminary plat review identified this area as <br />needing to be revised. A trail must also be installed along the east side of Armstrong boulevard which is <br />not shown on the plans. The pond should be moved farther from the road so that the slope can be <br />flattened or guard rails must be called out for this area. <br /> <br />Grading along the northern edge of the railroad tracks covers the ends of several pipes that provide <br />drainage under the tracks. These pipes must be extended or storm sewer provided to maintain drainage. <br />The solution to this issue must be installed prior to blocking existing drainage patterns. Grading on <br />railroad property requires a railroad permit. Grading in this area shall not occur until a copy of the permit <br />is submitted to the city. <br /> <br />Last printed September 15, 2003 <br /> <br /> <br />
