All trailer storage areas, parking areas, loading docks, and <br />driveways shall be surfaced with bituminous or concrete. <br /> <br />Scope and Conduct of Operations. The operations permitted by this CUP shall be <br />performed on the Subject Property in conformance with existing statutory and regulatory <br />authority and requirements of the City, Anoka County, Minnesota ("County"), and the <br />Minnesota Pollution Control Agency ("MPCA"). <br /> <br />Furnace~. This permit shall be issued allowing for the use of two melt furnaces as <br />described by the Applicant in the CUP application support information submitted <br />February 22, 1991. An increase in furnace capacity or a third melt furnace shall not be <br />added to the operation without application and approval of a new CUP. <br /> <br />Site Condi$ion$. The Permit Holder shall regularly police the area open or visible to the <br />public so aS to keep it in a neat, orderly, sanitary and aesthetic condition at all times. <br /> <br />Site Security.. The Permit Holder shall erect a security gate and restrict access to the site <br />after business hours to minimize the occurrence of unauthorized drop off of waste <br />materials. <br /> <br />Restricted Materials. No waste materials shall be stored on the site which are not utilized <br />in the aluminum processing operation or properly identified as materials incidental to the <br />processing operation. Such materials are limited to aluminum, brass, copper, stainless <br />steel and other non hazardous metals received as a small, portion (less than I0% by <br />volume) of an aluminum feedstock load. <br /> <br />Fire E. xtingtlishers. The Permit Holder shall, at all times, have a sufficient supply of fire <br />extinguishers located throughout the operation in conformance with the Uniform Fire <br />Code. <br /> <br />Fire Lanes'.'~ The Permit Holder shall properly construct and maintain all season paved <br />fire lanes or properly pave and maintain drives and clearances to serve as fire lanes for the <br />street side of the property to the back of the property. <br /> <br />Contingency Actign Plan. The owner or operator must prepare and maintain a <br />contingency action plan for the aluminum processing facility. The plan must discuss <br />what specific actions will be taken if a fire, spill or release occurs at the facility and that <br />back-up system exists if portions of the facility are closed for any period of time. The <br />plan must also identify a responsible contact person or persons for the facility who could <br />be reached 24 hours a day in the event of a fire, spill, release or other serious problems <br />along with their home addresses and phone numbers. <br /> <br />Iqlour8 q)f Operation. The Permit Holder may conduct his receiving operations within the <br />hours of 7:00 a.m. to 8:00 p.m. Monday through Saturday, and may conduct aluminum <br />melt operations 24 hours a day, seven days a week unless the operations present a <br />nuisance or disturb neighboring land uses. The City Council may limit hours of operation <br />to protect neighboring land uses. <br /> <br /> <br />
