The purpose of the house trailer or mobile home is to permit a residence which will then provide security and hinder burg]aries, break-ins, maliciousness ~nd other unlawful acts to and against the applicant's buildings end other facilities. 2. The City Council determines that the applicant's property and facilities are located such as to not receive normal and sufficient police protection. 3. The applicant 'agrees'to construct permanent residential facilities within a reasonable t;me, such t~me to be agreed upon by the City Council and applicant. 4. The applicant understands and agrees that this permit is made contingent on the applicant's continued good faith and that the City Council may revoke this permit after 30 days written notice if the Council determines that the mobile home or trailer house is ~mneces~ary as it is being used for a purpose other than that outlined herein. Every application for a b,~{lding pernfit to construct a mobile home park or to expand an existing mobile home park shall be accompanied by plans approved by the State of Minnesota Department of Health shoveing that the applicant is complying with ~]1 recommendations, suggestions and laws under the jurisdiction of that department. SubeL 6. The building permit shall be issued by the City Bu/lding Of Sc~al after it has been approved by a majority vote of the City Council. SubcL 7. The applicant, at the time of filing the application, 'shall deposit with the City Clerk the s~wn of $600.00 for expenses for the C~ity v¢ill incur in processing the application; said s~,m shall be used for the purpose of defraying the City's expenses for engineering, legal and inspection fees, and any Eke expenses the City Council deems appropriate. At zny time the City's Actm~uistrative Assistant deems the money escrow deposit to be insufficient, sums shall be required to be deposited by the applicant in amounts as determ~ued by the a~tm~uistrative assistant. Any. funds not used for the expenses as described in this section sh~]] be returned to the applicant wi~.h{n a reasonable time after completion of the project. 8.40.03 Permit Subdivision L Applications for a special permit to establish, construct and maintain a mobile home park under the provisions of this chapter shall be made to the City Council or the City of l°~msey. Subd. 2. The application for ape ~rrn~t shall be accompanied by four copies of the mobile home park plan show/ng the following, either existing or proposed: a.
