The flashing bid from this contractor is in the amount of <br />$2,350. Mr. Jankowski expected that a change order could be requested in the amount of $6,600 <br />if insulation, etc. has to be replaced. He asked that Council authorize that amount, if it becomes <br />necessary. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-09-290 receiving bids and awarding contract for Improvement Project #97-24 <br />(City Hall roof replacement). The parapet flashings should also be replaced at a cost of $2,350 <br />plus approval of the change order is granted in the amount of $6,600 if the City Engineer feels it <br />is necessary. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #12: Metropolitan Livable Communities <br /> <br />City Administrator Schroeder stated that each year cities are expected to join together to provide <br />for affordable housing. The City of Ramsey has been a participant in this program since <br />October, 1995. For 1997, Ramsey was expected to allocate $9,732 toward affordable housing. <br />For 1998, the demand increases to $22,400. In return, the City is eligible for various funding <br />programs of the Metro Council and the State of Minnesota. He noted a couple of examples - the <br />$11,830 just received from the Metro Council toward the Comprehensive Plan and the $20,000 <br />in MNRRA funding we received toward the same project. Neither grant would have been <br />available to us without participation in this program. Mr. Schroeder explained that for 1997 and <br />1998, the City allocated funding toward the development of the Sunfish Square Townhouse <br />development. The funding came from a fee waiver which is supported by TIF funds generated <br />by the development. It should also be noted that, a few years ago, the City allocated funds <br />toward site clearance in order to facilitate this project. Further, it is expected that future revenues <br />will be dedicated toward roadway improvements to the benefit of this development. Hence, it is <br />not expected that in the near term the assistance allocation requirement will be an issue. He <br />presented a resolution that was prepared putting the Met Council on notice of the above- <br />mentioned programmed expenditures. He felt that given this information, there is no downside <br />to participation in 1998. The upside is possible receipt of additional funding now and in the <br />future. He recommended positive consideration of participati0n for 1998. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to adopt <br />Resolution #97-09-291 electing to continue participation in the Local Housing Incentives <br />Account Program under the Metropolitan Livable Communities Act. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen and Beyer. <br />Voting No: Councilmember Zimmerman.
