I I '1 I I I I I I I I I I I Case #15: Discuss Highway #47 Property; Request of Art Raudio Art Raudio, property owner, gave a background of the Highway #47 area. He stated that he has some commercial property that he has paid $250,000 in taxes and assessments and he can't sell it because he cannot get ingress and egress for the property. He requested the City postpone assessments on that property until he could get access. He stated the City is losing money on taxes on this parcel and he cannot continue to pour money into this property. Access approval from the State was discussed. City Administrator Schroeder stated that the owners of the property have not deeded rights of access to any state, county or city government. The State is asking that the City acquire the rights of access. Councilmember Haas Steffen suggested that the City Attorney should do research to see if these assessments can be deferred. Mr. Schroeder stated that the fights of access have to be part of the discussion. One of the owners, Rick Foster, thinks the access fights are worth $100,000. Mr. Schroeder reported that there was a five-year deferral, accidentally, from the County and also there is infrastructure bought and paid for by the City. Mr. Goodrich will look at whether or not a deferment is feasible. Case #16: Adopt Revised Organizational Chart Councilmember Haas Steffen noted that the Park and Recreation Commission is mentioned on the organizational chart, and parks are important, however, there is no mention of a parks department on staff. Staff explained that the Public Works portion includes streets, parks and utilities. Councilmember Haas Steffen asked that it be broken down to show that. Case #17: Approve AMM Membership Councilmember Zimmerman stated he pulled this item from the Consent Agenda because he wanted this voted on individually. He feels this is another attempt to take power away from the City of Rams. ey. City Administrator Schroeder explained that for at least the last five years, the City has talked about whether or not we should be members of the Association of Metropolitan Municipalities (AMM). Generally, it gets taken out of the budget, however, maybe this year that will change as it has made it through staff review. Mr. Schroeder stated the reason he is suggesting joining that group now is because there are some significant issues in front of us, e.g., transportation issues, legislation issues, land use planning, etc. The $972 it would cost for the remainder of this year City Council/September 23, 1997 Page 21 of 23
