I <br /> I <br /> <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />Case #15: Discuss Highway #47 Property; Request of Art Raudio <br /> <br />Art Raudio, property owner, gave a background of the Highway #47 area. He stated that he has <br />some commercial property that he has paid $250,000 in taxes and assessments and he can't sell it <br />because he cannot get ingress and egress for the property. He requested the City postpone <br />assessments on that property until he could get access. He stated the City is losing money on <br />taxes on this parcel and he cannot continue to pour money into this property. <br /> <br />Access approval from the State was discussed. <br /> <br />City Administrator Schroeder stated that the owners of the property have not deeded rights of <br />access to any state, county or city government. The State is asking that the City acquire the <br />rights of access. <br /> <br />Councilmember Haas Steffen suggested that the City Attorney should do research to see if these <br />assessments can be deferred. <br /> <br />Mr. Schroeder stated that the fights of access have to be part of the discussion. One of the <br />owners, Rick Foster, thinks the access fights are worth $100,000. Mr. Schroeder reported that <br />there was a five-year deferral, accidentally, from the County and also there is infrastructure <br />bought and paid for by the City. <br /> <br />Mr. Goodrich will look at whether or not a deferment is feasible. <br /> <br />Case #16: Adopt Revised Organizational Chart <br /> <br />Councilmember Haas Steffen noted that the Park and Recreation Commission is mentioned on <br />the organizational chart, and parks are important, however, there is no mention of a parks <br />department on staff. <br /> <br />Staff explained that the Public Works portion includes streets, parks and utilities. <br /> <br />Councilmember Haas Steffen asked that it be broken down to show that. <br /> <br />Case #17: Approve AMM Membership <br /> <br />Councilmember Zimmerman stated he pulled this item from the Consent Agenda because he <br />wanted this voted on individually. He feels this is another attempt to take power away from the <br />City of Rams. ey. <br /> <br />City Administrator Schroeder explained that for at least the last five years, the City has talked <br />about whether or not we should be members of the Association of Metropolitan Municipalities <br />(AMM). Generally, it gets taken out of the budget, however, maybe this year that will change as <br />it has made it through staff review. Mr. Schroeder stated the reason he is suggesting joining that <br />group now is because there are some significant issues in front of us, e.g., transportation issues, <br />legislation issues, land use planning, etc. The $972 it would cost for the remainder of this year <br /> <br />City Council/September 23, 1997 <br /> Page 21 of 23 <br /> <br /> <br />
