1. The purpose of the house trailer or mobile home is to permit a residence which will then provide security and hinder burglaries, break-ins, maliciousness and other unlawful acts to and against the applicant's buildings and other facilities. 2. The City Council determines the t the applicant's property and facilities are located such as to not receive normal and sufncient police protection. 3. The applicant ab�-ees' to construct permanent residential facilities v6thin a reasonable time, such time to be agreed upon by the City Council and applicant. 4. The applicant understands and agrees that this permit is made contingent on the applicant's continded good faith and that the City Council may revoke this permit after 30 days written notice if the Council determines that the mobile home or trailer house is unnecessary as it is being used for a purpose other than that outlined herein. Subd. S. Every application for a building permit to construct a mobile home park or to expand an existing mobile home park shall be accompanied by plans approved by the State of Minnesota Department of Health showing that the applicant is complying with all recommendations, suggestions and laws under the jurisdiction of that department. Subd.6. The building permit shall be issued by the City Building Official after it has been approved by a majority vote of the City Council. Subd.7. The applicant, at the time of filing the application, shall deposit with the City Clerk the sum of $600.00 for expenses for the City will incur in processing the application; said sum shall be used for the purpose of defraying the City's expenses for engineering, legal and inspection fees, and any like expenses the City Council deems appropriate. At any time the City's Administrative Assistant deems the money escrow deposit to be insufficient, sums shall be required to be deposited by the applicant in amounts as determined by the administrative assistant. Any funds not used for the expenses as described in this section shall be returned to the applicant within a reasonable time after completion of the project. 8.40.03 Permit Subdivision L Applications for a special permit to establish, construct and maintain a mobile home park under the provisions of this chapter shall be made to the City Council -or the City of Ramsey. Subd.2. The application for a permit shall be accompanied by four copies of the mobile home park plan showing the following, either existing or proposed: a. The extent and area proposed for mobile home park purposes; b. Roads and driveways; c. Location of sites or units for mobile homes; Printed 12128l90 Page 269
