Councilmember Haas Steffen stated she has difficulty doing this type of planning parallel with <br />updating the comprehensive plan. The comprehensive plan should be discussed as what's truly <br />best for the City. <br /> <br />Mr. Goodrich responded that there is no pressure to take any action on this additional proposal as <br />long as the development moratorium is extended. His intent is to extend the moratorium tt~rough <br />the end of the comprehensive planning process. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct the <br />City Attorney to prepare an ordinance for introduction on December 9, 1997, which will extend <br />the current residential development moratorium such that it will expire on July 31, 1998. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #5: Report from Road and Bridge Committee <br /> <br />It was noted that the Road and Bridge Committee met on Tuesday, November 18, 1997. <br /> <br />1) Update on T.H. #47 Projects <br /> <br />City Engineer Jankowski stated he understands that the City will be receiving word that our <br />request has been successful for funding the STP project for T.H. #47 which includes a 1.5 mile <br />section of road from 142nd Avenue to 153rd Avenue. The City had also applied for funding for <br />a local initiative project on the same stretch, but a shorter portion. The Road and Bridge <br />Committee felt that the larger project was more valuable for the amoun, t of money the City is <br />spending. Staff will be requesting the State apply the $432,000 of local initiative monies to the <br />larger STP project. Staff will also be requesting the money anticipated for the 1999 maintenance <br />project be rolled over into the STP project. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct staff <br />to send a letter to MnDOT asking if they would apply the $432,000 allocated for the local <br />initiative project and roll it into the STP project and that the project be accelerated from the year <br />2001 to 1999, and also that the State consider allocating the dollars it anticipates spending on an <br />overlay project in 1999 to the STP project. Also, staff should set up a meeting with MnDOT to <br />talk about rights of access along T.H. #47 along with some other technical issues. A letter must <br />also be sent to the County to see if their financing could be held off and applied to the bigger <br />project - and get them to commit to dollars. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman.
