I I I I I I I I I I City Engineer Jankowski stated that the City Council had adopted a resolution authorizing the acquisition of property for the extension of C.R. #116 between C.R. #56 and C.R. #83. The City would like to accelerate the schedule of this project from the year 2002, to as early as next year if possible. He presented a draft letter written to the County Engineer requesting same. Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to authorize that a letter be sent to Anoka County relating to the request of accelerating the C.R. #116 extension project. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and Zimmerman. Voting No: None. 3) Consider Revision of Snow and Ice Control Policy City Engineer Jankowski reported that the Road and Bridge Committee discussed revising the snow and ice control policy from an eight-hour clean-up time to a four-hour clean-up time. Consensus of the Committee was that the cost was substantial and there is no further action or discussion necessary at this time. 4) Update on Traffic Circle City Engineer Jankowski stated that there have been problems with vandalism with regard to the traffic circle at 149th and Peridot. The circle was placed there to prohibit speeding in the area, however, it was not installed exactly as designated. It is difficult for the longer wheel base vehicles to maneuver around the circle when traveling westbound, therefore, staff and the Road and Bridge Committee recommended moving the circle three feet to the south. Discussion ensued relating to what should be done with the circle. The Public Works Supervisor has expressed concern about difficulty of snow plowing in the area. He also feels it's a safety hazard to have it there. Them have been a couple of accidents in the area and staff has logged about eight hours of overtime due to fl~e traffic circle which includes repair following some vandalism, etc. Consensus of the Council was that the residents in the area of 149th and Peridot should be notified that the traffic circle will be discussed at the December 9, 1997 Council meeting, and these people are invited to attend and give input. Mayor Gamec recessed the Council meeting at 9:02 p.m. Mayor Gamec reconvened the Council meeting at 9:07 p.m. 5) Consideration of Replacing Chapter 8.30 of City Code (Sewage Disposal Systems) with Minnesota Rules Chapter 7080 City Engineer Jankowski reported that the State is mandating that cities bring their sewage disposal systems ordinances into conformance with the State's Chapter 7080 by December 31, City Council/November 25, 1997 Page 7 of 10
