Final Plat Review: January 3, 1996 Page 2 of 2 Chestnut Ridge 2nd Addition Utilities: The developer is proposing to install the public improvements (streets, storm sewer, sewer and water) with no f'mancial participation on the part of the City. Park Dedication: The preliminary plat was reviewed by the Park and Recreation Commission on August 11, 1994, for a park dedication determination. It was determined that park dedication would consist of a cash payment. Pedestrian Transportation: At the time of preliminary plat approval, it was determined that the developer would be responsible for constructing an off-road transportational trail parallel to Potassium Street N.W. The trail construction was to follow Potassium Street through the plat and south to 143rd and west to Emerald Pond Park. The City will reimburse the developer for transportatlonal trail construction outside the boundaries of the plat of Chestnut Ridge 2nd Addition, at a rate to be determined by the City. It is recommended that this phase of Chestnut Ridge 2nd Addition include trail construction along Potassium Street from the south side of 147th, south to 143rd and west to Emerald Pond Park. The remainder of the trail along Potassium Street on the north side of I47th will be constructed in a subsequent phase of the plat. Transportation Impact Fees: On November 20, 1995, the Ramsey City Council approved the implementation of a Transportation Impact Fee. If that fee is enacted by April 15, 1996, this plat will be subject to that requirement. 10. Tree Preserv~fioI~ and Planting Plall; The developer is responsible for providing the City with a plan identifying trees to be removed and preserved and the planting of one two inch d~ameter tree in every front yard. The City Council will be meeting at 7:00 p.m. on Tuesday, January 9, 1996, to consider your request for final plat approval of Chestnut Ridge 2nd Addition. A copy of the case cover sheet and proposed development agreement are enclosed for your information.
