City Engineer Jankowski pointed that Armstrong Boulevard will be signalized by June 1996, <br />enticing the haul trucks to travel east on 153rd Avenue to Armstrong, however, for that reason, the <br />permit specifically states that "no portions of paved city streets shall be used except for the portion <br />of 153rd Avenue between the railroad tracks and T.H. #I0." <br /> <br />Commissioner Hendriksen inquired about the haul road from the site. <br /> <br />Mr. Peck outlined the specific route. <br /> <br />Commissioner Deemer commented that there was about 3/4 mile of dirt road. <br /> <br />Mr. Peck discussed the potential extension of Inverness out to Jarvis. He discussed the golf <br />course owners concern to have the haul road run between where people are walking rather than <br />where golf balls are being hit. Mr. Peck agreed to look at the possibility of going out Jarvis but <br />didn't want to be limited to only that route since they would like to start hauling by next spring. <br /> <br />Chairperson Bawden stated that the later this permit is issued, the later it will expire. <br /> <br />Mr. Peck expressed concem that these streets aren't built for this kind of tonnage, noting his <br />biggest concern is that Elk River might put a stop to this project if Jarvis is utilized. <br /> <br />Commissioner Deemer replied that the City of Ramsey pays for half of the maintenance of Jarvis. <br /> <br />Mr. Peck stated he would like the City of Rarnsey to provide assurances that he won't end up <br />having to rebuild Jarvis. <br /> <br />Commissioner Deemer felt a reply from Elk River is needed to hear about their concerns of using <br />Jarvis for a haul route. <br /> <br />Motion by Commissioner Deemer to table this case until the City of Elk River has had a chance to <br />discuss their concerns with the City of Ramsey. <br /> <br />Motion dies for lack of a second. <br /> <br />Commissioner Deemer pointed out that there were several places for the haul road to cross the golf <br />course which might limit the amount of dust. <br /> <br />Mr. Peck stated he felt that if the road is properly wetted there will not be a dust problem. <br /> <br />Commissioner Deemer disagreed. <br /> <br />Commissioner Hendriksen commented that if there is a problem with dust, North Fork will be the <br />fa'st to hear about it and will attempt to alleviate the problem. <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />It was the consensus of the Planning Commission to accept #1 through #12 as presented. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to amend #13 to <br />read "That the applicant has stated that all exported and imported material would be directed <br />through the identified site to the existing haul road shown on the Phasing Plan; along the railroad <br />tracks to t53rd Avenue and out to Highway #10.
