Review Lct~ <br />Site Plan - Vance Bros. <br />Dec~mlx~ 28, 1995 <br />Page 2 of 2 <br /> <br />Off Street Parking - Number of Spaces: The applicant has indicated that the peak season staff <br />consists of six (6) employees. The facility currently has 5 off-street parking spaces and an <br />additional 12 are proposed. The site plan is in compliance with Code reqtfimments for nmber of <br />off-street parking spaces. <br /> <br />Off Street Parking and Drives - Desi~: City Code requires all driveways, off-street parking and <br />travelled areas of a site to be surfaced with bituminous or concrete and finished with B-612 <br />concrete curbing. The fee title owner failed to pave the driveway and existing off-street parking <br />area under a previous development permit for an expansion. It is Staffs understanding that the <br />new managers of the site, Vance Brothers, will bring the site up to code with respect to paving. <br />Although the site plan does not identify curbing, Staff has received a verbal commitment from the <br />Vance Brothers that curbing will be installed around the perimeter of all bituminous from the front <br />of the buildings to Azurite Street. No curbing is proposed around the perimeter of bituminous on <br />the east side of the buildings. The City has previously waived the requirement for curbing to the <br />rear of buildings in this heavy industrial district. The site plan will have to be modified to i~ <br />the amount of curbing approved by the Planning Commission and the City Council. <br /> <br />~ A grading plan was preparexl in December, 1992, for this property. The existing <br />topography fails several feet from the dirt roadway toward the east. Aside from the small knoll <br />along the roadway in front of the building, the remaining property is generally flat. Storm runoff <br />generated by the paved access will need to be handled on site with detention ponds. The drainage <br />plan calls for draining roughly the northern 150 feet of the site northward to a shallow detention <br />pond to be located in the northeastern comer of the property. This pond was to be constructed <br />with the expansion in 1993, but was not. A second pond is proposed to be constructed in the <br />southeastern comer of the property to handle storm runoff from the remainder of the site. It is <br />recommended that the north and south detention ponds be constructed to hold volumes of 4,900 <br />cubic feet and 7,600 cubic feet respectively. This would provide sufficient holding capacity to <br />drain a two inch storm. Sufficient sized areas are available to accommodate three feet deep basins <br />with these capacities. SPOIl from the ponding areas could be u~ to create landscaping berm <br />areas around the perimeter of the site or raise the proposed building pads as additional protection <br />against flooding. <br /> <br />· .~.l~t~l:~g~ City Code requires all waste storage areas to be I00% screened. Thc site plan <br /> identifies an indoor waste storage area which is in compliance with City Code. <br /> <br />The Planning Commission will be meeting at 7:30 p.m. on Tuesday, January 2, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., to review the proposed site plan. A copy <br />of the case cover sheet is enclosed.
