WORK PLAN

GENERAL

We propose to complete all work items as specified in the Request for Proposal for the McKinley
Street Extension Project. Our proposed work includes ali preliminary surveying, preliminary and
final design, permitting, plans and specifications, administration, meetings, and construction
services, including construction staking, full-time resident inspection, as-builts, and project
closeout. The plans and specifications would be designed as per MN State Aid (MSA) standards.
We have staff available to start designing the project immediately, and propose to have the plans
and specifications completed for bidding by ApriI 15,1996.

Our proposed project engineer, Mark Graham, P.E., would be in charge of all design, construction
observation activities, and reviewing all shop drawings. A brief description of each work item is
given below:

I. BASIC ENGINEERING SERVICES

Preliminary Investigations/Surveying - This work includes all preliminary data
gathering required to design and implement the proposed project. We propose to
complete a preliminary survey of the project site, including the detention pond area
and watermain interconnect to the east. This work includes two to three meetings
with the City of Rarnsey to gather all pertinent data, including as-builts of the
adjacent streets and utilities, and to finalize the alignment and the street extension/
utilities.

Preliminary Design - This work includes ali preliminary design work including
laying out the proposed street, sanitary sewer risers, storm sewer, one detention
pond with inlets and outlet, grading of the street and right-of-way, and the 10"
watermain interconnect. These facilities shall be designed to meet MSA standards.

Identify and Prepare Legal Descriptions for Easements - This work includes
preparing legal descriptions for easements. From our preliminary investigations and
conversations with the City, we believe easements will be required for the proposed
stormwater facilities, including the detention pond, and for the watermain
interconnect east of the street extension.

Ds

Prepare Permit Applications and Submittal Information - This work includes
preparing permit applications and submittal information for the Water Management
Organization, Minnesota Pollution Control Agency, Department of Health, and
Metropolitan Council Wastewater Division. As discussed with the City, no wetland
permits or additional environmental investigations (EAW, EIS) should be required
to implement the project; therefore, we have not included additional environmental
studies in our cost estimate.

!

I
I

I

I

I
I
I
I

I
