Sunfish Estates <br />February 20, 1996 <br />Page 2 o 3 <br /> <br />I0. <br /> <br />Tvan~portation Impacts: On November 20, 1995, the Ramsey City Council approved the <br />establishment of a Transportation Impact Fee. If it is enacted by April 15, 1996, the plat <br />will be subject to said fee at a ram not to exceed $500.00 per lot. <br /> <br />len~veThcrc is one cul-de-sac in thc plat and it does not exceed thc 600 foot maximum <br /> stdction. <br /> <br />Tree, Preservation and Planting Plan: The preliminary grading plan identifies significant <br />oaks, The plan should also show the general limits of tree cover. The oaks identified on <br />the street surfaces are assumed to be lost. Other significant trees to be preserved should <br />denote the means of preservation and which trees are intended to remain. (It should be <br />noted that the City's tree conservation policy references builders using tree save fences. If <br />effeative tree conservation occurs for the front yard of lots, those lots can be exempted <br />from' the establishment of one 2-inch diameter tree.) <br /> <br />Thc area of the plat is of roiling topography with several small pocket wetlands. <br />ake is located on the western boundary. A grading and drainage plan has been <br />prepared by Derrick Passe, P.E., and is dated February 1, 1996. This plan has been <br />reviowed and is generally acceptable. <br /> <br />Except for less than a hundred feet of 146th Avenue, all paved surfaces within the plat are <br />conveyed overland to a storm sewer in Sunfish Lake Drive. This storm sewer conveys <br />flow from north to south and discharges to a sedimentation pond created on the southeast <br />comer of Lot 14. It would be easier to facilitate future cleaning of this pond if it had better <br />access than in a rear yard of a private residence. It is staffs recommendation that the storm <br />pipe discharge to the existing wetland on Lots 16 and 17. Sediment cleaning could then be <br />accomplished from Sunwood Drive. An overflow pipe from the south end of this wetland <br />could discharge to Sunfish Lake. <br /> <br />It should also be noted that 345 square feet of wetland is proposed to be filled to <br />accommodate a house pad for Lot 17. A deminimus exemption from the Wetland <br />Conservation Act is applicable, but must be requested from the Lower Rum Pdver Water <br />Management Organization. Although this amount of area may be filled without <br />replacement, it would be staffs recommendation that this wetland be enlarged to as great a <br />degree as development will allow. Expansion opportunities appear to be available on the <br />north, east and south sides of this wetland. <br /> <br />Utilities: It is Staffs understanding that the site improvements will be installed as a private <br />proj~t with no financial participation on the pan of the City. Sewer and water utilities are <br />available to the site. The construction of Sunwood Drive will extend the watermains along <br />the eastern boundary of the site. <br /> <br /> <br />
