The land use plan update has not progressed as smoothly as originally anticipated. We produced <br />an alternative paper in July, 1994 that was to serve as a precursor for completing the plan update. <br />This month we are revising the text of the City's land use plan as. directed by City staff. This - ' I <br />revised text will be presented before the City Council in the near future for final adoption, nearly a <br />year later than originally anticipated. <br />As reviousl discussed the invoices marked "extra" were forwarded to keep you informed <br />P Y � 1? Y <br />regarding the status of the project and to indicate those activities we believe are beyond the scope <br />of our original contract. The "extras" are primarily related to the following three areas: 1) I <br />additional meetings with the Planning and Zoning Commission; 2) meetings with the Economic <br />Development Commission; 3) revisions to the land use map specifically requested by <br />Ryan Schroeder <br />July 25, 1995 <br />Page 2 <br />The wetland inventory material was produced by using the National Wetland Inventory (NWI) <br />computer files, overlaying this material on the City's base map, and confimung wetland <br />boundaries with limited field observation and aerial photos. When complete, the City will have a <br />wetland inventory available in hard copy and in electronic data format. <br />The Ramsey etland inventory is a critical information base for the City that few City's in the <br />Y rY tY �' <br />Twin Cities Metropolitan Area have taken the time to gather. The wetland inventory will be a <br />critical component in the City's stormwater planning process. The inventory can also be used for <br />infrastructure, roadway, park and recreation planning, and as a resource to land developers in the <br />City of Ramsey. Also, recent proposed amendments to the Wetland Conservation Act have given <br />permitting preference to local governments who have completed a wetland inventory and taken <br />further actions to prioritize and classify wetlands. <br />, <br />As previously discussed, the contract amount was exceeded on this project because the NWI data <br />was - not in a useable format and required considerable time to "clean the data" so it could be <br />arranged in a reasonable format. We submitted a revised scope of services dated May 4, 1995 to <br />Sylvia Frolik. This revised scope of services is for $3,780 and included the added time necessary <br />for the NWI data and for adding the following items to the City's Base Map as discussed with <br />Ms. Frolik: <br />1. Rum River Protection Area <br />2. Mississippi River Protection Area <br />3. Shoreland Boundaries <br />4. DNR Protected Wetlands (Labeling wetlands "DNR' and showing the ".OHW') <br />5. FEMA Floodplain area <br />' <br />In a gesture of good will and partnership, and a desire to maintain a long term working <br />relationship with the City of Ramsey, we will complete the City's wetland inventory and items I - <br />4 as fisted above for the not -to- exceed fee of $5,000.
