! <br />! <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, inquired about comparables for the <br />appraisal done on the property. <br /> <br />Mr. Schroeder assured him there were comparables done. We did not negotiate a purchase price <br />and then go out and gain an appraisal. He reiterated that the City was approached about the <br />property and we said we would take whatever the appraisal came back at. The person that did the <br />appraisal has been 'doing appraisals for the City for four years. She's very qualified and does well <br />at Commissioner hearings. <br /> <br />Mr. Hendriksen commented that his experiences in cases such as this is there's usually a disparity - <br />the City's appraisal is usually low. He added that it appears the money the City will be receiving is <br />encumbered. The City is receiving $80,000 to be escrowed for a certain purpose - "that has less <br />value than the plain old buck". <br /> <br />Mr. Schroeder stated that City Council allocated these funds for the remodeling of the old school <br />house. <br /> <br />Mr. Hendriksen expressed "uneasiness" with this entire transaction. <br /> ; <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to grant site plan approval to <br />KKE Architects for the Landmark Community Bank facility. <br /> <br />Motion failed. Voting Yes: Mayor Hardin and Councilmember Peterson. <br />Councilmembers Beyer and Hardin. Absent: Councilmember Beahen. <br /> <br />Voting No: <br /> <br />Case #2: <br /> <br />Request for Site Plan Approval of Listul Industries; Case of Sharp <br />and Associates <br /> <br />City Engineer Jankowski stated that Sharp and Associates have been retained by Listul Industries <br />to prepare a site plan for their new facility to be constructed on the west side of Sunfish Lake <br />Boulevard, just north of the railroad tracks. The office-warehouse facility is proposed to be <br />19,690 square feet in size. Because of the type of work they do, steel fabrication, they are looking <br />to have a flow-through type of operation. There is an access proposed on Sunfish Lake <br />Boulevard. The majority of the access would come off the proposed extension of McKinley <br />Street. This has been forwarded to the County and they have not responded to date. Listul is <br />requesting a vari~ce for outside storage. We are asking them to do a substantial amount of <br />landscaping along McKinley Street. A berm will be placed on the south side with plantings by the <br />berm and the yard area. Because of the large maneuvering area, the developer is proposing class 5 <br />rather than bituminous surface. The majority of the runoff is proposed to be directed to a detention <br />pond in the western corner of the site. An outlet from this pond will be constructed to the storm <br />pipe along the west side of Sunfish Lake Boulevard as part of a larger City storm sewer project. <br /> <br />Mayor Hardin inquired if the berm would be sufficient to screen the outside storage to which Mr. <br />Schroeder replied that it would be. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to grant site <br />plan approval to Sharp and Associates for the development of a facility for Listul Industries <br />contingent upon County Highway approval. <br /> <br />Further discussion: Councilmember Zimmerman felt the County may have some concern with <br />trucks coming out next to the railroad track semaphore.
