Mr. Goodrich suggested that the City needs to deal with Mr. Boros on a dollar basis. He <br />added that he could present the eminent domain resolution at the January 23, 1996 Council <br />meeting. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to direct <br />the City Attorney to prepare letters of eminent domain and treat Mr. Boros like all the rest <br />of the parcel owners and to direct staff to continue to try to contact the parcel owners. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />Case #8: Metropolitan Livable Communities <br /> <br />City Administrator Schroeder reminded Council of the resolution presented at the December <br />12, 1995 meeting, declaring goals for life cycle and affordable housing. At that meeting, it <br />was discussed that the Met Council had set a benchmark for Ramsey of a 75/25% <br />owner/renter mix with 33-35% of all housing as non-single family. Council adopted a <br />90/10 mix with a 10% goal for non-single family within that portion of the community in <br />the MUSA and not.currently platted or having received preliminary plat approval. At that <br />time, Council directed that this be revisited at a January meeting. Mr. Schroeder <br />summarized the information he included with this case. Within the southeast portion of the <br />community, which includes the entire urban service area, there are 16 different tracts of <br />land that are currently not developed. 'These tracts have an estimated 594 acres of <br />developable land. It is projected that 1,337 single family homes at densities of 2.25 <br />units/acre can be built on this land. Mr. Schroeder 'explained that staff has attempted to <br />project where, within these tracts, it is most likely that housing densities greater than <br />2.25/acre could reasonably occur. The projection is 362 units of medium density housing. <br />If that occurs, our non-single family housing stock would increase to 613 units of a total <br />6,295 housing units. This would equate to a total of 9.74% of total housing within the <br />entire community or 23.5% of housing units yet to be platted Within the MUSA. Mr. <br />Schroeder continued that, currently, Ramsey has 251 units classified as non-single family, <br />which is 5.28% of our total housing stock. The potential increase to 9.74% would <br />continue to place Ramsey well below the norm of other Metro Area communities, as would <br />the goal set at the December meeting. The goal passed in December appears to be <br />approximately 140 additional non-single family units which probably results in a total of <br />391 non-single family units community wide, or 6.32% of the total build-out of 6,188 <br />housing units at some point in the future. He pointed out that al/of this assumes no future <br />growth outside of the MUSA and no expansion of the MUSA. <br /> <br />Councilmember Zimmerman commented on the problems the City of Andover is having <br />with this. He stated this should be kept low. He felt Ramsey simply does not have the <br />transportation system to support this plus the parks are not that good. We are just now <br />starting to get the parks in shape for the people who. have lived here for awhile. He added <br />that we would be getting low-income housing and that we do not have any shopping <br />facilities either. He inquired the value of what we would be getting in comparison to what <br />we would be giving up.
