She asked if the parldng lot could be moved to the from of the facility to <br />reduce the traffic: Ms. Jenkinson asked about the installation ora stoplight. <br /> <br />City Engineer Steve Jankowski explained that in the T_H_ ~47 corridor study, it states there will be a <br />stoplight at 142nd Avenue, County Road//5, I49th Avenue, and 153rd Avenue. He further stated Xkimo <br />Street will extend to T.H. ~47. <br /> <br />Ms. Jenkinson a~ked if 143rd Avenue win connect to T.H.//47. Mr. Jankowski stated that was not <br />included in the plan. Ms. Jenkinson explained she had a concern regarding the traffic on XMmo SWeet. <br /> <br />Ms. Jenkinson asked what the timeframe was for the stoplights. Mr. Jankowski e~plained that the plan <br />was to submit the T.H. ~47 con'idor study to Mn/DOT as a 1997 project. <br /> <br />Bill Herner, 5061 - 143rd Avenue, explained that he is concerned with the traffic on Xkimo Street, as it <br />was a residential ~treet. Commissioner Deemer interjected that Xldmo Street was built to commercial <br />standards. Mr. Jaiakowski clarified that there were residential accesses. Mr. Hemer stated the first five <br />homes on Xkimo 8truer have access. Mr. Hemer stated there have been two fatalities at the intersect/on <br />of 142nd Avenue ~nd T.H./t47, in the past eighteen months. He urged the commission to consider the <br />parents transporting thek children daily and stated the influx of traffic will only make the situation worse. <br />Mr. Jankowski explained that this was a State ofi~mnesota issue. Mr. Hemer suggested the parking lot <br />and access be moved to T_IL//47. Mr. Jankowski explained the State will not allow that. <br /> <br />Commissioner Tl~omd asked what the capacity of the daycare facility was. Kick Foster, R_F. <br />Development, stated the capacity was 120 children. Commissioner Thomd stated that would be 120 <br />children twice a day. <br /> <br />An unidentified man from the audience recommended that this site plan be tabled until the traffic flow <br />problems are solved. He explained that the taxes fi-om business is impartant to the community, but the <br />safety of the children is also important <br /> <br />Commissioner Jemen asked if an impact study has been done, including the additional traffic fi-om the two <br />new banks. Mr. Jankowski explained that the T.I4__//47 corridor study was the City's response to the <br />planning for develOpment. <br /> <br />Commissioner Deemer explained this property has been zoned commercial for 25 years. <br /> <br />Comrdssianer Jensen explained that the timing is important and asked what sigrmls eau do for this area. <br />Mr. Jankowski explMned that the State will not install traffic signals prior to the development. <br /> <br />Planning Commission/August 6, 1996 <br /> Page 2 of 3 <br /> <br /> <br />
