Absent: None. <br /> <br />Case <br /> <br />Request for Site Plan Review; Case of Dolphin Fast Food, Inc. <br /> <br />Zoning Administrator Sylvia Frolik ex-pla/ned that Dolphin ~Fast Food, I~c. has submitted a site plan for <br />the development o~a 3,000 square foot Burger King restm ,rant' on the noFLhwest quadrant oflLarnsey <br />Boulevard and Highway #10. She explained that the site plan does meet the 20 foot).-..lq~n, dsc~ped <br />r~ent along R~ey Boulevard, however, that area reduces to 15 feet along I-Iighwa~ #t 0, wkich <br />also means that the drive-up traffic lane encroa&es the no-activity zone by 2.5 feet. Ms. Frolik explained <br />that the proposed prbject meets City Code requirements for lot coverage, setbacks, number of off-street <br />parking spaces, anti,screened waste enclosure. <br /> <br />Ms. Frolik explained that the site plan needs modificafion~ to dearly reflect that the traveled p6rfions of <br />the site wiI] be suffac~l with bituminous or co,crete and finished with concrete curbing. Ms. Fmlik also <br />exphined that the City Engine~z is requesting there be no. decision regarding the access on H_i~ay #10 <br />at this time, as City 8taffis awaiting dLqcussion with Anoka County regarding the possbility ora median <br />on Ram~y Boulevard. · -.' <br /> <br />Greg Dolphin stated there were no problems with City S!~ff'_ s recommendations, although the metal <br />sidhag may become an issue. <br /> <br />Ms. l~rolik explained that City Staffwas satisfied with the 15 foot grassy area recommendation varying <br />from the requirement. <br /> <br />Comrrfissioner ThOn~r d noted that it would make more sense to stop the median before the ac, cess to <br />Hotid~ay Station and Burger King, Ms. Frolik explained that City Staffwas not aware of the facts at this <br />tilne. <br /> <br />Commissioner Thomd asked what the time frame was for this project. Ma-. Dolphin explained that they <br />will try to trove'the grading and foun~on complete by the end of this year, and it takes 75 days to build <br />the restaurant. <br /> <br />Commissioner _Ten.sen asked for a description of the exterior.
