I I I I i I I Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #96-09-__ RESOLUTION CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMI~;.' IMPROVEMENT iPROJECT #96-01 (SEALCOAT AND CRACK FILL WINDS(Il ADDITION) WHEREAS,. by a resolution passed by the City Council on September 9, 1996, the t Administrator was d~r, ected to prepare a proposed assessment of the cost of street improveme~!: Winsorwood Addition; and WHEREAS, ~e City Administrator has notified the City Council that such proposed assess;._: has been completed and filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) 2) That a public hearing shall be held on October 8, 1996 at 7:00 p.m. at the Ramsey Munici Center, to pasS, upon such proposed assessment and at such time and place all persons own; property affect~xl by such improvement will be given an opportunity to be heard with referem-,~ such assessmet~t. That the City Administrator is hereby directed to cause a notice of the public heating on ~ proposed assesament to be published once in the official newspaper at least two weeks prior to i hearing, and h6 shall state in the notice the total cost of the improvement. He shall also. c~_: mailed notice torbe given to the owner of each parcel described in the assessment roll not.tess th two weeks prior to the hearings. 3) That the owner of any property so assessed may, at any time prior to certification of the assessmc by the County Auditor, pay the whole of the assessment of such property, with interest accruec~ the date of payment to the City, except that no interest shall be charged if the entire assessmer~i_ paid within 30 days from the adoption of the assessment. The owner may al any time, thereaf. pay to the City ithe entire mount of the assessment remaining unpaid, with interest accrued December 31 on the year in which such payment is made. Such payment must be made November 15 or interest will be charged through December 31 of the succeeding year. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember.__ and upon vote being tak{n thereon, the following voted in favor thereof: and the following voted against the same: and the following were absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 9th September, 1996.
