COMMITTEE BUSINESS: <br /> <br />Case #1: Exempt Wages <br /> <br />City Administrator Schroeder noted that this item was tabled from the July and August Personnel <br />Committee meetings. He stated that staff has three recommendations. First, City Council is asked <br />to ratify the contribution toward the benefits the same as received by the rest of the employees. <br />Staff is also requesting that the 1996 wages be adopted as proposed earlier but with modifications <br />as shown on the pages in the case. Finally, because of the lateness in the year, staff is <br />recommending that Council deal with 1997 wages also. A performance component was discussed <br />and it was felt that a performance component would be hard to do for 1996, but for 1997 Mr. <br />Schroeder stated that Council has an opportunity to provide for that performance plan now. He <br />recommended for 1997, that an increase of 3% be given across the board but that also 2% of the <br />exempt wages is set aside in the budget for wages over and above that. Between staff and City <br />Council, we should be able to work on a performance evaluation early in the year (by March 1). <br />The exempt staff concurs with this. <br /> <br />Mayor Hardin stated that when you talk about a payroll plan, you are not just talking about <br />evaluations. <br /> <br />Mr. Schroeder stated that what he is envisioning is for the exempt folks to come up with <br />reasonable goals to get a specific level of salary increase. He thought staff would like to sit down <br />with Council at several workshops. <br /> <br />Administrative Services ManagerWaite Smith stated that staff's concern was not setting standards <br />too low but to not be unrealistic. They' want to work with City Council so there is no <br />miscommunication. <br /> <br />Councilmember Beahen inquired about other cities. <br /> <br />Mr. Schroeder stated that this is done in various other cities. They work for a time and then get <br />melded down to where everyone gets a standard increase again. <br /> <br />Mayor Hardin felt that this plan needs to have some flexibility. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to recommend Council adopt <br />the employer benefit contribution to Exempt personnel for 1996 and 1997. <br /> <br />Motion carried. Voting Yes: Mayor Hardin and Councilmember Beahen. Voting No: None. <br />Absent: Councilmember Beyer. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to recommend Council adopt <br />the presented wage levels for 1996 and 1997. <br /> <br />Motion carried. Voting Yes: Mayor Hardin and Councilmember Beahen. Voting No: None. <br />Absent: Councilmember Beyer. <br /> <br />Motion by Councilmember Beahen and seconded by Mayor Hardin to recommend that Council <br />direct that 2% of the Exempt payroll be set aside and designated for additional pay adjustments in <br />1997. <br /> <br />Motion carried.
