4 <br /> <br />Section 17. <br /> <br /> 1. <br /> <br /> 2. <br /> <br /> 3. <br /> <br />o <br /> <br />The Ch/ef shall submit a report of the condition and activities of the Fire Department <br />to the City Council at the close of each fiscal year, or as soon thereafter as is <br />practicable. <br /> <br />The Chief of Department and Board of Officers shall, from time to time, advise the <br />Fire Board and the City Council of the needs of the Department, caused by changing <br />conditions and developments of the City; and make such recommendations in writing <br />as they deem necessary. They shall also recommend the acquiring of new apparatus, <br />equipment and supplies. All purchases for the Department shall be subject to <br />approval by the Chief. When the City is best served by the sale or disposal of <br />apparatus, equipment or supplies, the Chief will make special reports upon any <br />matter which, in their judgment, requires the attention of the Fire Board or the City <br />Council. <br /> <br />The Fire Chief will participate in the regular City budget process to produce the <br />annual Fire Department budget. <br /> <br />Assistant Chief, Duties <br /> <br />The Assistant Chief shall be under the direct supervision of Chief of Department. <br /> <br />The Assistant Chief shall be subordinate only to the Chief of Department. <br /> <br />During absence of Chief of Department for any extended length of time, due to <br />illness, vacation, or otherwise, the Assistant Chief shall assume the duties and <br />responsibilities of the Chief of Department. <br /> <br />The Assistant Chief shall be directly responsible to the Chief of Department for the <br />maintenance of discipline and efficiency of the £n'e force. <br /> <br />The Assistant Chief shall respond to ail alarms of fire and such other alarms as the <br />Chief of Department may designate. <br /> <br />The Assistant Chief shall assume active command of, and be responsible for the <br />extinguishment of all fires to which the Assistant Chief responds. <br /> <br />The Assistant Chief shall assume active command of all emergency situations to <br />which the Assistant Chief responds, such as life saving, rescues, first aid, etc. <br /> <br />The Assistant Chief shall be directly responsible to the Chief of Department for the <br />proper distribution of personnel. <br /> <br />9.
