Rum River Parks refers to passive improvements to the various existing park sites as well as
possibly the Reilly Estates Ouflot. The $50,000 Landfill Trust Fund request recognizes the
community nature of the Rum River resource.

Woodland Green expansion mirrors the Commission's recommended Park and Trail plan
which shows the existing park being doubled to the east at the time the vacant land is developed. A
tennis court could be sited in the existing half, with a ballfield adjacent to it. Linkage to Bear Park
will be entertained when the vacant property's density at configuration is examined. Even with
land dedication, the $40,000 shown as Park Trust Fund could be conservative.

Project - Rum River Year
Reilly Estates Land Acquisition 1997
Rum River Park Improvements 1999
Woodland Green Expansion 1999

Funding

$ 10,000 - Park Trust

$ 50,000 - LFT

$ 40,000 - Park Trust

$100,000

P-7 - Trott Brook District

Titterud Parking Lot and Tennis Court Light Improvements. From the LandfzU Trust
Fund in 1996 will be $15,000 allocated to pave both the upper and lower parking lots at Titterud
Park with the addition of a timer to the existing lights at the tennis court. The parks two existing
sand parking lots receive a significant amount of activity. Currently the lots require frequent
maintenance to remove ruts. Aesthetics are also a concern and paving may result in a safer parking
lot environment. Blacktop also aids in access to the park by persons with mobility impairments. A
timer for the existing lights will allow players to activate the lights on an on-demand basis, rather
then have them come on automatically every night without regard for their need. (Motion detector
lighting will also be explored.) In conjunction with this a security light may be added to the comer
of the tennis court to light the playground, picnic area and the lower parking lot.

Project - Trott Brook
Titterude Parking Lot

Year F_.tl.2.flj.g.g
1996 $ t 8,500 - LFT/General Fund

$18,500

P-8 -Mississippi District

Perhaps even before 1998, the Mississippi River Trail will be a priority because of increased
home construction south of Highway #10 and the likelihood of a cost share program for trail
development. Currently, the National Park Service is requesting Federal funds to assist
communities with trail construction and historical and natural resource exposure associated with the
Mississippi. This is in keeping with the recent congressional designation as a National Recreation
area. The $30,000 is an estimate of general fund monies (or Trust Fund) that may be needed for a
match.
