Councilmeimber <br />adoption: <br /> <br /> RESOLUTION g96-03- <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # <br />A REQUEST FOR A CONDITIONAL USE PERMIT <br /> <br />introduced the following resolution and moved for its <br /> <br />RELATING TO <br /> <br /> W~EREAS, on April 23, 1991, a conditional use permit was issued by the City <br />of Ram.qey~,to Aluminum Recycling, Inc. (subsequently reassigned to Alloy Recovery <br />Company) ~to establish and operate an aluminnm processing facility on the property <br />generally l~nown as 7060 I42nd Avenue N.W. and legally described as Lot 2, Block 1, <br />Gateway North Industrial Park Plat 1; and <br /> WI~EREAS, on February 7, 1996, Alloy Recovery Company submitted an <br />application!to the City of Ramsey to enlarge the facility with a 9,000 square foot addition to <br />the opemfi6ns building. <br /> NO~%V THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE [2ITY OF RAMSEY, ANOKA COUNTY, STATE OF <br />MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a <br />public hearing pursuant to Section 9.03.04 of the Ramsey City Code on March 4, <br />19915, and that said public hearing was properly advertised and that the minutes of <br />said public hearing are hereby incorporated by reference. <br /> ; <br />That the subject property is approximately 2.5 acres in size. <br /> <br />3. Tha~ the subject property is located in the Business Warehouse District. <br /> <br />That the adjacent parcels to the north, east and west are zoned Business Warehouse <br />and the adjacent parcels to the south are zoned B-3 Highway Business. <br /> <br />Thal[ the Applicant is proposing to enlarge the operation with a 9,000 square foot <br />addikion to the existing 2,100 square foot principal building. <br /> <br />That the Applicant has submitted a site plan drawn by John Oliver & Associates, <br />Inc. ~ated February 5, 1996. <br /> <br />ThatI by a physical inspection of the subject property on February 20, 1996, City <br />Staff. has determined that the Applicant is not in compliance with the current <br />con~tional use permit with respect to providing the City with copies of regulatory <br />permits, monitoring reports, shipping manifests, and screening outside storage. <br /> <br />o <br /> <br />That! in telephone conversations with Minnesota Pollution Control Agency, City <br />Staf~ has determined that for a period of time the Applicant was operating without <br />an ai~ quality permit, but is in the process of correcting that situation. <br /> <br />Thatiin telephone conversations with the Anoka County Environmental Services, <br />City ~Staff has determined that the Applicant is operating without a Ha?~_rdous Waste <br />Generators License. <br /> <br /> <br />
