The plan proposes to construct an additional access from Nowthen <br />Blvd. and a 99 stall parking lot on the Lord of Life Church site. We offer the following <br />comments: <br /> <br />Zoning: The site is zoned R-3 Urban Residential for which churches and accessory off- <br />street parking is a permitted uses. <br /> <br />Access: The site is currently served by one access from Nowthen Blvd. N.W. The site <br />plan proposes a second access from Nowthen Blvd. slightly north of the existing access. <br />The accesses will be operated as a one-way plan with the southerly access providing <br />incoming movement and the northerly access handling egress from the site. The northerly <br />drive access is acceptable from the standpoint of geometric design. The plan for a second <br />access onto Nowthen Blvd. has been forwarded to the Anoka County Highway Department <br />for review and comment. <br /> <br />Access and Off-Street Parking Design Standards: The Peformance Standards <br />section of City Code states that a non-residential use shall maintain a 40 foot yard and <br />screening from any adjacent R-1 or R-2 Residential District. The adjacent property to the <br />north is zoned R-1 Urban'Residential and the nearest point of the driveway to the adjacent <br />residential district is approximately. 90 feet. Conifer trees have been planted along the north <br />side of the proposed driveway. <br /> <br />In accordance 'with City Code, the driveway and parking lot will be surfaced with <br />bituminous and finished with B-612 concrete curbing. <br /> <br />Lighting: Two lights are proposed in the parking lot. City Code requires that lighting <br />deflect light away from adjoining residential districts or public streets. Bulbs emitting in <br />excess of 3,000 lumens (150 watts) shall be so directed that the bulb is not visible from off <br />of the property where the light source is located. <br /> <br /> <br />
