(Mayor Gilbertson was absent at this <br />point.) <br /> <br />Case #2: <br /> <br />iConsideration of Modifying Assessment Procedures Applicable <br />to the Annual Street Maintenance Program <br /> <br />Councilmember Zimmerman stated he had read this case and was in agreement with it. He <br />recommended it be forwarded to Council for adoption. <br /> [ <br /> <br />Case #3: Storm Water Study <br /> <br />Councilmember Zimmerman stated he also had no problem with this case and <br />recommended It be forwarded to Council and that they should authorize Staff to initiate the <br />Storm Water Study by authorizing requests for proposals from engineering firms. <br /> <br />Case #4: Uranium and McKinley Street Improvements <br /> <br />Councilmemb~r Zimmerman stated he had a question regarding the Uranium and McKinley <br />Street improvements. He wondered if instead of coming down to two-dead end roads, <br />maybe they should be connected instead. <br /> <br />City Administrator Schroeder agreed that is probably true but that the City did not <br />contemplate spending that kind of money. <br /> <br />Councilmember Zimmerman stated this would make it a more marketable lot. <br /> <br />Mr. Schrocder agreed with Councilmember Zimmerman's comment and suggested that the <br />feasibility study could be presented with two options. He stated that the funding source <br />would have to be identified if the project were expanded. He stated that the reason Staff is <br />proposing doirrg it under assessment procedure is because we think there's some likelihood <br />we may acquire Parcel A. He commented on wanting more time. <br /> <br />Councilmembor Zimmerman stated that this is the normal procedure. <br /> <br />Councilmember Zimmerman recommended to Council that a feasibility study be prepared <br />for the construction of segments of Uranium and McKinley Streets in Section 35 with two <br />options: Option A - as shown and Option B - Connecting the two roads which would <br />expand the project somewhat. <br /> <br />Case #5: Update on Armstrong/Highway #10 Traffic Signal Installation <br /> <br />City Engineer lankowski stated that at the last Road and Bridge Committee meeting he was <br />directed to update the Committee with regard to the signal installation at Armstrong and <br />Highway #10.~ The project is currently programmed to be constructed with 80 percent <br />Federal aid. The remaining share will be divided among the State, County and City of <br />Ramsey. The City's share would be 37-1/2 percent of the 20 percent State and local share, <br />or $10,500, based upon an estimated $140,000 construction cost. In conversations with <br />MnDOT officials, it has been decided that the project could be accelerated by six months by <br />re-scheduling the bid letting to July 1, 1995, without losing the 80 percent Federal funds, <br />since July 1, 1995 is the beginning of Fiscal Year 1996, which is the year for which the <br />project is currently programmed. <br /> <br />Mayor Gilbertson arrived (5:50 p.m.) <br /> Road and Bridge <br /> <br />Committee/December 13, 1994 <br />Page 2 of 3 <br /> <br /> <br />
