Mr. Jankowski continued that to be able to meet this letting date, the City would need to
have plans for.the signalization prepared at an estimated cost of $12,000. To expedite the
project would also require the City to fund a $22,500 expenditure in 1995, which hasn't
been included in the budget. A funding source will need to be identified if this project is to
be expedited.

Mayor Gilbertson felt that six months was not too long to wait for the signalization.

Councilmember Zimmerman felt that the expedition of the project is too costly for just six
months. He ihquired how certain Mr. Jankowski was that it would actually happen in
1996.

Mr. Jankowski stated that it is currently budgeted; however, budgets can change.

Councilmember Zimmerman stated that the only concern he has is to make certain that it
happens in 1996. If the time comes and the Federal aid does not come through, he felt the
City had to do something about it then.

The Road and Bridge Committee directed Mr. Jankowski to check on the funding and the
history of program delay.

Consensus of the Committee was to recommend that the signalization be a 1996 project
with the incumbent $10,500 required expense.

City Administrator Schroeder felt that as long as time remained, the Committee should
probably discuss Case #2.

Case #2:

Consideration of Modifying Assessment Procedures Applicable
to the Annual Street Maintenance Program

City Engineer Jankowski stated he has a proposed policy of assessments relating to the
street maintenance program. He summarized the proposed policy which talks about the
City's participation and share, the projects aggregated by subdivision, project shares,
corner lots andrdouble frontage lots, and MSA roadways and unusual projects. This policy
will be forwarded to Council for discussion.

ADJOURNMENT

Consensus of the Committee was to adjourn the meeting.

The Road and Bridge Committee meeting adjourned at 6:07 p.m.

Respectfully submitted,

Jo Thieling
Recording Secretary

Steven Jankowski
City Engineer

Road and Bridge Committee/December 13, 1994
Page 3 of 3
