As with all othrer plats, the development agreement will require the planting of one 2-inch <br />diameter tree for each of the twelve units, in addition to the landscaped berm. Ms. Frolik <br />stated that a revised grading and drainage plan has been submitted that meets with the City <br />Engineer's approval and also provides for a sedimentation basin and an erosion control <br />plan. The developer has also submitted septic system design plans that have been reviewed <br />by the City Engineer and the Building Official. Minor modifications, recommended by <br />Staff, are being incorporated. Ms. Frolik stated that this has been forwarded to the City <br />Attorney for his legal opinion. <br /> <br />City Attorney ~Goodrich stated there is a question about the existing easements and this <br />approval shou~ld be contingent upon City Attorney review. He did not see this as a <br />significant problem. <br /> <br />Motion by Mayor Gilbertson and seconded by Councilmember Beyer to approve the <br />preliminary plat for Townhouses of Rum River Hills contingent upon City Attorney <br />review. <br /> <br />Further discussion: Councilmember Peterson inquired of the residents (Ralph's) in the <br />audience if they had gotten their questions answered. They replied they did as they had met <br />with Mr. Dom when he arrived, prior to Council discussing this case. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #15: Report from Road and Bridge Committee <br /> <br />City Engineer:Jankowski stated that the Road and Bridge Committee met earlier and <br />discussed the street maintenance program. City Staff had an opportunity to do pavement <br />ratings and identify candidate projects over the next three years. He requested also to raise <br />the overhead fees by two percent. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hardin to direct <br />that the City Engineer prepare a feasibility study for the 1995 Street Maintenance Program. <br /> <br />Further discussion: Councilmember Zimmerman stated his motion intent was to include the <br />2% overhead increase. Councilmember Peterson questioned what if six streets in a <br />subdivision need maintenance and two do not. He stated that sometimes a subdivision is <br />divided into two projects because some streets do not need the overlay, etc. He inquired at <br />what point could it become a separate project. Mr. Jankowski stated that if there is a logical <br />point to break it into two projects, it could be done. Councilmember Peterson inquired if <br />Council would',be seeing this proposal again to which Mr. Jankowski replied he would be <br />bringing the feasibility study to the first Council meeting in January. Councilmember <br />Peterson then inquired if Council would be looking at each project to determine if it should <br />be two separat~ projects. Councilmember Zimmerman stated that each year there's at least <br />one subdivision that gets agitated and does not want to get the maintenance done. We will <br />have to take theft into consideration. <br /> <br />Motion carried, Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Hardin, <br />Beyer and Peterson. Voting No: None. <br /> <br />Mr. Jankowski stated that the second issue discussed was the assessment procedure. <br />Council agreed there should be a detailed written policy regarding same.
