Councilmember Peterson stated he has a number of questions about the draft policy. He <br />wondered how to assess if a homeowner owns property abutted on 167th and on the corner <br />of a street on l~57th but the driveway is on an MSA street. <br /> <br />Mr. Jankowski stated he would be charged the average assessment charge for 167th. He <br />added that language could be added that it's the intent that no corner lot will be charged <br />more than one share. <br /> <br />Councilmember Peterson stated he is opposed to this. He felt the best policy is where your <br />address is is what you are assessed for. In some situations you will find corner lots with <br />no address. We will have to make a judgement call. <br /> <br />Mr. Jankowski stated there are quite a few corner lots in the City but very few that would <br />be an address problem. <br /> <br />Councilmemb. ~r Peterson felt this policy, makes .assessments complicated. He asked if <br />Council wanted to look at a per foot bas~s of charging. <br /> <br />Councilmember Beyer stated she is uncomfortable with this draft policy as well. <br /> <br />Councilmember Peterson stated it could be tabled and brought before the Council at a <br />workshop discussion. He added that an alternative to a per unit cost could be a minimum <br />charge for 200 feet. He inquired what other cities do. <br /> <br />Mr. Jankowski stated there could be extra charge for extra feet and added that he was not <br />sure how other cities handle the assessments. <br /> <br />Councilmember Beyer, with regard to MSA roads, statedthat MSA funds are also available <br />for maintenance. She inquired why the City assesses people for MSA maintenance. She <br />felt this would ,be another good item for discussion at the workshop. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to table <br />this issue and have it discussed at the Council workshop. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Beyer, <br />Hardin and Peterson. Voting No: None. <br /> <br />Mr. Jankowski stated that the third topic discussed by the Road and Bridge Committee was <br />the Storm Water Study. He stated he is requesting permission to solicit requests for <br />proposals to conduct the study. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to <br />authorize Staff~to initiate the Storm Water Study by authorizing request for proposals from <br />engineering firms. <br /> <br />Motion carded. Voting Yes: Mayor Gilbertson, Councilmembers Zimmerman, Peterson, <br />Beyer and Hardin. Voting No: None. <br /> <br />Mr. Jankowski stated that the Committee also discussed the Uranium and McKinley Street <br />improvements.: The City has entered into an agreement with Dennis Sharp which includes <br />construction of Uranium Street N.W. We also just purchased 39 acres in the area. To <br />make the property marketable, we need to make an access onto it.
