B? Identify and prepare legal descriptions for easements required outside dedicated rights-of-way: <br /> <br />The majority of the watermain will be constructed within dedicated rights-of~-way. RLK will confer <br />with the City, County, and representatives of the school board to finalize alignment, easements and <br />set-mca requirements. <br /> <br />Ail segments of the sanitary sewer trunk line will be constructed on private property. RLK will <br />~ist the City in working with the property owners to finalize alignment, easements and future <br />connections. RLK assumes that no condemnation proceedings will be required on this project. <br /> <br /> A~r determining the exact utility locations, legal descriptions for easements will be prepared. The <br /> e3zements will be prepared as early as possible in the design process, so that the construction <br /> completion date is achieved. <br /> <br /> C. Address requirements for dewatering and County Highway permits associated with the <br /> 5 construction: <br /> <br /> $~il borings will be taken along the utility alignments. If ground water is encountered, methods of <br /> handling the groundwater during construction will be addressed. The exa~ method of &watering <br /> ~11 be the contractors responsibility. RLK Associates will work with the contractor to ensure this <br /> operation is done in accordance with all applicable regulations. <br /> <br /> = <br /> The Anoka County Highway Department will be kept abreast o£the proposed construction and the <br /> r~uired permits will be identified and indicated in the special provisions and plan set. We will <br /> rVt4ew the proposed work with Anoka County Highway Department to insure that they support the <br /> project and that the work completed within their fight-of-way is completed to their safisiea~tion. <br /> T~s also includes providing a traffic control plan for work along the County roads. <br /> <br /> D. Permits: <br /> <br />~K will prepare and submit the necx~sary information to the Minnesota Pollution Control <br />~ency, WM0, DNR, Corps of Engineers, MCWD, and the Department of Health. It is RLK's <br />~derstandlng that the City will directly pay all application fees. <br /> <br />E. Prepare final cost estimate: <br /> <br />Construction cost estimate spread sheets will be prepared using MN/DOT standard specifications <br />bqd items. The estimate will be divided into major work item categories, listing quantifies and costs <br />for each specific item. <br /> <br />t=. Solicit and obtain bids: <br />= <br /> <br />RLK will assemble and distribute the bidding documents to all prospective bidders. We will <br />provide interpretations and answer questions that the bidders may have regarding the plans and <br /> <br />RLK will attend the pre-bid conference (ifapplieable) and also the bid opening. We will review the <br />bids and make a recommendation for award.
