I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br /> <br />PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Plan!xing Commission conducted a public hearing on Tuesday, February 7, 1995 at <br />the Ramsey Mur~,cipal Center, 15153 Nowthen Boulevard N.W., R:~m.~ey, Minnesota to hear <br />input regarding a .xSequest for preliminary pht approval of Willow Ridge; Case of Gary Gorh~m, <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commi.~sioner Benjamin Deemer <br />Commissioner Ten~ Hendriksen <br />CommL~sioner Charles LaDue <br />Commi.qsioner Michael Terry <br />Coroml.qsioner Bradley Thomd <br /> <br />Members Absent: <br />Also Present: <br /> <br />Commissioner Paul Holland <br /> <br />City Engineer Steven Jankowski <br />Zoning Administrator Sylvia Fmlik <br /> <br />CALL TO ORDER <br /> <br /> Chairperson Bawden called the public hearing to order at 7:37 p.m. <br /> <br /> PRESENTATION <br /> <br /> Zoning Admlnistr~tor Frolik stated that Gary Gorham is requesting preliminary plat approval of <br /> Willow Ridge located on the east side of Highway 047 at about 149th Avenue. The plat consists <br /> of 18 acres propos~kt to be planed into 34 single family residential lots served by municipal water <br /> and sanitary sewe¢ Ms. Frolik advised that the property is currently zoned R-3 urban Residential <br /> for multi-family ui~its, and the developer has applied for a rezoning to R-1 Urban Residential to <br /> facilitate developm'ent of the property with single family lots. She noted that the developer is being <br /> required to install ! bituminous pedestrian transportation trail parallel to Highway 047, and ail lots <br /> will receive access:from interior streets with no direct access onto Highway 047. <br /> <br />City Engineer Jatikowski stated that the main concern of residents will be the street system <br />connecting up with the existing street system. He explained the proposed street system along with <br />the possible elim. fi}afion of the access on the west side of Highway 047 at 152nd Avenue N.W. <br />Mr. lankowski alsO. outlined the drainage plan, and he advised that the MUSA will be extended to <br />this subdivision and the water main and sanitary sewer will be extended throughout <br /> <br />Ms. Frolik entered.._~..to the record of the public hearing a letter received from Al Kempf expressing <br />his concerns regar.fling the overall traffic situation on Highway #47 (attached as Exhibit A). She <br />also entered into ~he record of the public hearing correspondence received from Richard P. <br />Hamnan opposing ~e closing of the access at 152nd Avenue N.W. (attached as Exhibit B). <br /> <br />CITIZEN INPUT <br /> <br />Kevin Leonard, 52~30 150th Lane N.W. - annotmced that the existing pond system (south of this <br />plat in Gorham's S~dy Acres Estates) is not worldng. He explained that the pond remains above <br />level even though ~ere has been below average rainfall in the past year. He reported that he has <br />made numerous c~lls to Mr. Jankowsld, however no action has been taken.
