A previous agreement with the Developer for the River's Bend 3rd subdivision required the <br />Developer to contribute to the oversizing of Xldmo Street, an MSA street. Under that agreement, <br />the Developer paid the full cost of the Xkimo street improvements in River's Bend 3rd Addition, <br />which included $16,606.48, the City's share of the street construction. This amount shall be <br />credit~toward the Developers share of Xkimo Street in River's Bend 4th Addition, which will be <br />undertaken by the City as an MSA project. <br /> ? <br />The Developer has also agreed to be assessed for the cost of one half of Xldmo Street to residential <br />street standards and one half of the cost of Xkimo to MSA standards. The credit of $16,606.48 <br />will be used to reduce the amount of this assessment. <br /> <br />It is recognized that the pre!~minary plat approved the eventual extension of 143rd Avenue ia Hwy. <br />#47 after a sufficient number of improvements are made to render its intersection with Hwy. g47 a <br />safe on~. City Staff is taking this opportunity to advise the Developer that a corridor study is <br />anticipated to be undertaken in 1996 for T.H. #47. A moratorium will be placed on this access <br />until th~ completion of that study. <br /> <br />Publici Improvements. The sanitary sewer, municipal water and storm sewer are proposed to <br />be installed as a public improvement project. As with River's Bend 3rd Addition, The Developer <br />will be required to construct a sidewalk on the west side of Xldmo Street N.W. A reconciliation of <br />REC's assigned to River's Bend 3rd and 4th Additions will be performed and any excess charges <br />will be applied as a credit towards the improvements in River's Bend 4th Addition. <br /> <br />Grading and Drainage Plans. The City has received a grading and drainage plan dated <br />january 30, 1993, prepared by Peter Raatikka. This plan should be revised such that overland <br />drainage shall not exceed 700 feet. In addition, a minimum of two backyard drains shall be added <br />to drain the rear yards of Lots 4, 11, 12 and 13. A minimum of a 20 foot drainage and utility <br />easement shall be provided over the proposed storm lines. <br /> <br />Surfacg Water Management. The plat is subject to a review by the Lower Rum River Water <br />Manage~ment Organization (LRRWMO). All storm water runoff will be discharged to an in-place <br />sedimentation basin located within River's Bend Park. This method of handling runoff is <br />consistent with the LRRWMO and approval is therefore anticipated. <br /> <br />Wetland. The northern portion of Lot 1 contains protected wetland #680. This wetland has been <br />identified on the grading plan. A delineation of this wetland shall be made according to Lower <br />Rum River Water Management Organization standards. This wetland should be fully protected <br />within ? drainage and utility easement. <br /> <br />Pedestrian Transportation. As with River's Bend 3rd Addition, the Developer is obligated to <br />provide a sidewalk along the west side of the Xkimo Street extension. In accordance with similar <br />subdivisions to the north, when Outlot E develops there will have to be a bituminous trail <br />constructed that will eventually connect with the trail in Amber Ridge to the north. Depending on <br />grades~wetlands, improvements to #47 and the future use of Outlot E, there are two possible <br />general alignments for this trail: 1) in the T.H. g47 right-of-way, parallel to Outlot E; 2) along <br />the eaSt boundary of Ouflot E (which will direct foot traffic to Xkimo Ct. N.W. and then follow <br />XldmOCt. N.W. to connect with the sidewalk on the west side of Xkimo Street N.W.). If Outlot <br />E develops commercially, the Developer is required to provide a 20 foot wide landscaped yard and <br />screening from the neighboring residential use. As a result of the meeting on April 19 and until all <br />of the unknowns are resolved, the Developer is willing to provide the City with a separate <br />document in recordable form that would grant the City a 25 foot wide easement parallel to the east <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
