Commissioner Thorud inquired whether the property was zoned B-1 Business when purchased by <br />Wayn~Johnson of Rum River Properties, and Mr. Johnson replied yes. <br /> <br />For historical background on this intersection, Commissioner Deemer reported that the three <br />corner~ which are located in Ramsey were zoned the same until 1986 at which time each property <br />owner requested their particular zoning. <br /> <br />Chairperson Bawden recessed the meeting at 9:05 p.m. <br /> <br />Chairperson Bawden called the meeting back to order at 9:15 p.m. <br /> <br />For informational purposes, Ms. Frolik furnished the Commissioners with the standards of <br />permitted uses in the B-1 Business and B-2 Business Districts. <br /> <br />Commissioner Hendriksen stated that he was new on the Planning Commission when Flintwood <br />Hills was developed to the immediate west of this parcel, and at that time, there was concern <br />whether the City was limiting their options for realigning Highway #47 with McKinley Street. <br />ComMissioner Hendriksen specified that this parcel will, in fact, be altered based on <br />recommendations for the intersection of Highway #47 and C.R. #116. He stated that there are <br />very few options remaining in this quadrant to resolve the traffic problems at this intersection. <br /> <br />Motioh by Commissioner Hendriksen and seconded by Commission Terry to table Polka Dot <br />Dairy and Rum River Properties request pending the resolution of the transportation amendment to <br />the COmprehensive Plan. <br /> <br />Further Discussion: Commissioner Deemer reported that the City of Anoka chose not to approve <br />the extension of Thurston to realign Highway #47, and have rezoned that entire area as residential. <br />City Engineer Jankowski added that the realignment is no longer on the transportation plan for <br />consideration, and also that the map furnished at the public hearing did not depict the realignment. <br />Commissioner Hendriksen replied that if that realignment is not workable, then the issue remains, <br />and other options need to be considered. Commissioner Deemer noted that the frontage road <br />wouldbe located where Highway #47 would be realigned. Mr. Johnson stated that MnDOT plans <br />on widening Highway #47 in 1996, and he has agreed to dedicate additional area to allow for turn <br />lanes.~ <br /> ? <br /> <br />MotiOn failed. Voting No: Chairperson Bawden, Commissioners <br />Hend~sen, Terry, Deemer, Holland, LaDue, and Thomd. <br /> <br />The Planning Commission proceeded to review the findings of fact. <br /> <br />It was~the consensus of the Planning Commission that #1 through #3 remain as presented. <br /> <br /> Motion by Commissioner Deemer and seconded by Commissioner Terry to amend #4 to read "That <br /> the total area of the Subject Property to be rezoned is approximately 2.5 acres in size." <br /> <br /> Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br /> Holland, LaDue, and Thomd.
