Motion by Councilmember Zimmerman and seconded by Mayor Gilbertson to table the discussion of the education policy/tuition reimbursement at this time but to place it on as a discussion item at a workshop. Motion carried. Voting Yes: Mayor Gilbertson. Councilmembers Zimmerman and Hardin. yoting No: None. kC~se #5: Wages for Exempt for 1995 City~A~i~s~ator Schroeder presented wages for the exempt employees for 1995 and statedXt~at it is basically the same materials the Committee received six/seven months ago when tl~ exempt wages were considered for 1994. It was suggested we would be budgeting"f,or wages using the same formula as has been used since 1993. He inquired if the PersonnM, Committee feels ifs appropriate that the 1994 Council make this decision or ff it should b~nade by the t995 Council. He also asked if the Personnel Committee believes the fom~a,t we have been following for the last couple of years is appropriate. He ~nformed the Co,tree that he has not discussed this proposal with any of the exempt ~mployees, with the kx~ption of a couple minutes' discussion with C. hief Auspos. Mayor Gilbertson stated h~had no preference as to who made the deczsion - the 1994 or the ~I995 Council. x,k,x :Administrative Services Man~er McAloney stated that when the two-year AFSCME ~contract settled, she ran a cost 'flteet for 1994 and 1995. Both costings had the same ipercentage. It shows differently hqw and the reason is because one of the AFSCME !employees resigned. The number wasXn~t just chosen - it had some relevance at the time. ~Councilmember Hardin clarified "soXhad'the AFSCME person not left, the percent would have been the same, to which Ms. mcAlone,~)xr~plied that was correct. Councilmember Zimmerman stated that there bas been discussion before about pay for ~' :efformance. He stated he did not know if the Council would want to take that issue :up again. ~ Councilmember Hardin recalled a memorandum r Administrator stating that all ~ the performance appraisals would be complete by the end (1994) and inquired if : that was still going to happen. Mr. Schroeder replied absolutely. Ms. McAloney stated that generally the appraisals do not get unless Staff is directed to do so. before the Council Councilmember Zimmerman stated he would like the new Council to ~s proposal. Councilmember Hardin stated that it doesn't matter to him, this now to allow for the new Council make the decision. Mayor Crilbertson stated that was fine with him also. t for Councilmember Hardin stated that it could be brought up at the Council level tonight could be discussed further.
