Voting No: <br /> None.'.~ <br /> Case #2: Education Policy/Tuition Reimbursement <br /> <br /> City Adminis~ator Schroeder stated that City Council adopted an Education Policy on May <br /> 14, 1991. Tl~e policy says if someone wants to go back and get a Masters Degree or <br /> Bachelors of ~cience in a related field, if it is pre-approved by the Council, that person will <br /> be reimbursed~for the cost of tuition and materials (if certain criteria are met). He stated the <br /> policy soundsigood but it doesn't happen that way because when looking for budget cuts, <br /> this is the first thing to go. He inquired if Council is in agreement with this policy and if <br /> they would like to see it funded. He inquired if Council would like to re-configure or <br /> amend the pol!cy in any way. <br /> <br /> Councilmembe. r Hardin stated that an education policy is needed; however, it probably does <br /> need to be amended. He stated he sees it as a three-tier policy. Tier 1 would be seminars <br /> and updates. 'Il'his area needs to be addressed. Tier 2 would be regular college courses that <br /> deal with. wor' -related~.. duties. The Committee should look to what extent they would like <br /> the C~ty to p~nc~pate. Tier 3 would be related to job duties and to what extent the <br /> reimbursement should be. <br /> <br /> Councilmemb~r Zimmerman stated that the money should be left in the education fund. He <br /> added that cer~ainiy the police department and the fire department need to haVe the basic <br /> training and th.b updates. <br /> <br /> Councilmem~er Hardin stated that the reimbursement could be made contingent upon <br /> annual revie~ by the Budget Committee. He stated he would like to see the City have <br /> something available but with parameters, such as job related, and the employee would have <br /> to have been l:{ere at least a year, etc. He inquired what happens to the money left over in <br /> the education f~und. <br /> <br /> Finance Officer Hart stated that it gets put into the general fund. <br /> <br /> Councilmem~er Zimmerman reiterated that the money should be left in a fund for <br /> education. <br /> <br />Mr. Schroederlagreed that there should be an education fund. <br /> <br />Police Chief A~uspos suggested having the funding based on "after the fact". You cannot <br />make someon~ stay employed by the City but you could base it on services. For example, <br />after 12 month~, you could reimburse them so much per month. <br />Mr. Schroederisuggested that if the employee is taking a class in 1995, they could make it a <br />budget request/Ifor 1995, so long as the class was Council approved in the first place. <br /> <br />Councilmemb~r Hardin suggested reworking the policy, soliciting information from other <br />departments, at~d bringing something specific back to the Personnel Committee. <br /> <br />Personnel Committee/November 7, 1994 <br /> Page 3 of 4 <br /> <br /> <br />
